About The Position

This position involves supervising staff to support the district’s portfolio of federal, state, and regional funded transportation projects. The role is crucial for supporting construction program delivery and advancing the department’s long-term infrastructure and financial goals. Key responsibilities include cross-functional supervision of staff to manage the district's infrastructure investment program, balancing internal and external stakeholder needs, and ensuring compliance with federal and state policies. The supervisor will also oversee financial and federal funds management, conducting and supervising financial analysis, reporting, and reconciliation, and managing project financial activities like TIP/STIP Amendments and federal authorizations. Additionally, the role provides local programs support, assisting localities with project identification, development, and delivery, and coordinating local program activities. Furthermore, it encompasses portfolio development and management, overseeing staff in developing, managing, and updating funding portfolios, coordinating resources for multi-year construction program delivery, and supporting departmental strategic and financial objectives.

  • Knowledge of transportation planning and project management.
  • Skill in budgeting, funding allocation methods and expenditure tracking.
  • Skill in gathering and analyzing large and multifaceted data sets to identify problems, develop solutions, forecast, monitor outcomes and generate reports.
  • Skill in the use of computers, web-based applications to include automated financial and project management programs.

Responsibilities

  • Supervise staff to support the district’s infrastructure investment program.
  • Anticipate and balance the needs of multiple internal and external stakeholders.
  • Apply knowledge of business and the transportation industry to advance the department’s interests.
  • Develop staff to meet individual and departmental goals.
  • Support district efforts to communicate with internal and external stakeholders, facilitate training and compliance activities, and represent the Department.
  • Build partnerships with external stakeholders.
  • Ensure compliance with federal and state policies and procedures across the cross-functional areas.
  • Conduct and supervise staff performing financial analysis, reporting, and reconciliation in compliance with state and federal financial management principles and performance metrics.
  • Supervise and perform district activities associated with financial management of projects including TIP/STIP Amendments and Modifications, Annual Obligation Reporting, FIRE, federal authorizations, and performance end dates (closeouts).
  • Ensure all activities are conducted in compliance with state and federal program guidelines and communications with external stakeholders.
  • Provide external stakeholder support throughout the life-cycle of infrastructure project identification, development, and delivery.
  • Supervise and perform district activities associated with local program coordination and project delivery.
  • Assist localities on the Locally Sustained Performance Program (LSPP) to ensure that local projects are progressing as expected.
  • Supervise staff to support district efforts in developing, managing and updating federal, state and regional funding and related portfolio impacts.
  • Coordinate financial and other resources to support construction program delivery across multiple years.
  • Support efforts of internal and external stakeholders to drive results and advance Departmental strategic and long-term infrastructure and financial goals.
  • Perform district activities associated with development and management of the construction program and coordinate related activities with external stakeholders.
