About The Position

The Central Employee Services Division (CESD) within the Department of Human Resources (DHR) seeks an experienced Functional Analyst II who is ready to dive into the high-volume work of the Benefits unit. The successful candidate will join the team responsible for managing the medical, vision, and dental plans, life and disability insurances, reimbursement accounts, leave programs, and retirement planning for all King County employees. Reporting to the Benefits Supervisor, the Functional Analyst II will serve as a primary benefits program contact and provide exemplary customer service to employees, dependents, King County HR partners, and benefit providers. This role will be responsible for responding to a wide variety of benefits related inquires and providing support to employees experiencing technical challenges; the person in this role must bring a sense of calm and patience to the work as they walk employees through the benefits enrollment process and in accessing plan related information. They will use their love of data, strong attention to detail, analytical mindset, and creative problem-solving skills to ensure King County employees receive the benefits they are entitled to in an accurate and timely manner. The Department of Human Resources’ mission is to provide strategic human resources leadership, modernized systems, customer-focused services, and tools designed to support the management, growth, and development of the King County workforce. Ensuring the health and safety of employees is the County’s number one priority and CESD provides integrated services in the areas of Safety and Claims (Workers’ Compensation), Disability and Leaves, Balanced You (Well-being) and Employee Giving, Employee Assistance Program, Benefits Strategy, as well as Benefits, Payroll, and Retirement Operations. As a self-insured entity in Washington State, the County self-administers its Workers’ Compensation program.

Requirements

  • Two years of experience supporting employee benefits, health and welfare programs, or a closely related HR program; AND Two years of experience performing functional or business analysis in PeopleSoft or a similar HR Information System (HRIS), including analyzing data and reports, researching and troubleshooting system or data issues, supporting system testing, and/or validating business processes.
  • An equivalent combination of education and experience that demonstrates the ability to perform the essential functions of the position.
  • Experience providing excellent customer service and technical support, including troubleshooting issues and clearly communicating complex benefit, process, or system information to diverse audiences.
  • Knowledge of business process analysis, systems testing, data validation, transaction processing, and application troubleshooting.
  • Intermediate to advanced Excel skills, including functions and formulas, lookups, pivot tables, and other tools used to analyze and reconcile data.
  • Knowledge of applicable federal and state employee benefit requirements, HR/payroll business practices, and HIPAA privacy requirements, including the appropriate handling of confidential and sensitive information.
  • Ability to research and analyze complex issues, identify discrepancies, evaluate information from multiple sources, and determine appropriate resolutions within established policies and procedures.
  • Ability to collaborate effectively with team members, leadership, internal business and technology partners, and external vendors.
  • Ability to exercise independent judgment, prioritize and manage multiple assignments, and adapt to changing priorities and deadlines in a high-volume environment.

Nice To Haves

  • Experience administering employee health and welfare benefits in a large, complex, multi-plan employer environment.
  • Experience using PeopleSoft HCM, particularly Benefits Administration and/or related HR and payroll functionality.
  • Experience researching and resolving complex benefit enrollment, eligibility, payroll deduction, claims, or vendor-related discrepancies.
  • Experience performing data audits and reconciliations involving HRIS and third-party benefit vendor systems, including eligibility/enrollment interfaces, error reports, or exception reports.
  • Experience supporting HRIS or benefits system implementations, upgrades, configuration changes, user acceptance testing, or system enhancements.

Responsibilities

  • Provide benefits-related customer service, claims advocacy, and technical support to employees, dependents, and other customers, including during annual Open Enrollment.
  • Research and resolve benefit enrollment, eligibility, payroll deduction, claims, and other benefit-related issues in coordination with internal partners and external vendors.
  • Accurately maintain and validate benefit, enrollment, and leave donation data in PeopleSoft and third-party vendor systems.
  • Perform, evaluate, and develop audits and reconciliations to identify discrepancies, ensure data integrity, and support accurate benefit administration.
  • Maintain a comprehensive understanding of King County benefit programs, business processes, and their relationship to HR, payroll, and vendor systems.
  • Analyze data and reports in PeopleSoft and other systems to research discrepancies, identify issues, and support business needs.
  • Research and troubleshoot system and data issues and participate in testing system changes, enhancements, and implementations to ensure accurate functionality and data integrity.
  • Work collaboratively with internal business and technology partners and external vendors to research and resolve operational and system issues.
  • Participate in continuous improvement and standard work activities to improve business processes, accuracy, efficiency, and customer experience.
  • Develop and maintain business process, user, and system documentation, including procedures, job aids, and standard work.
  • Participate in projects and other assignments supporting benefits administration and operational priorities.
