About The Position

The State of Iowa, Department of Management, Division of Information Technology (DOM DoIT) is seeking two senior-level developers to support and enhance enterprise applications serving Iowans. These hands-on roles combine .NET backend development with front-end, UI, and UX implementation. The work is weighted approximately 40% toward .NET and C# development, 40% toward front-end development and UI/UX, 10% toward middleware and APIs, and 10% toward SQL Server. Accessibility is a core requirement across all work and is weighted as heavily as the technical focus. Deliverables must meet WCAG 2.1 AA and Section 508 requirements. The current environment uses Bootstrap and Material, with an enterprise design system being introduced across teams and AWS planned for the future. Candidates must already understand enterprise design systems and be able to work within one independently, without foundational training. These positions are fully remote; candidates located in Iowa are preferred. Code samples or a portfolio, including front-end and UI work, are required with every submission.

  • Bachelor's degree in Human-Computer Interaction (HCI), design, computer science, or a related field, or equivalent professional experience; the posting specifies five years for this qualification.
  • Strong .NET and C# development experience and strong front-end development experience; the posting specifies five years.
  • Demonstrated UX and UI knowledge, including design thinking, usability principles, responsive design, and turning designs into working interfaces; the posting specifies five years.
  • Provide code samples or a portfolio upfront, including front-end and UI work; the posting specifies five years. The portfolio should show UI work, not only backend code.
  • Front-end depth in HTML5, CSS, Sass, and JavaScript; the posting specifies five years.
  • Formal WCAG training and demonstrated experience coding and testing for WCAG 2.1 AA, including hands-on use of accessibility testing tools; the posting specifies five years.
  • Recent experience within the last three years with current frameworks and modern best practices; the posting specifies five years.
  • Experience working within an enterprise design system; the posting specifies five years.
  • Experience with Azure DevOps and CI/CD pipelines; the posting specifies five years.
  • Working knowledge of SQL Server, APIs, and middleware integrations; the posting specifies five years.
  • Experience supporting enterprise production applications and handling classified or sensitive data; the posting specifies five years.
  • Candidates must be prepared to demonstrate hands-on execution and discuss practical examples, including Web Forms, design systems versus Bootstrap, Sass, and HTML5.

Nice To Haves
