About The Position

The Full Stack Application Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.

Requirements

  • 10+ years of relevant experience
  • Strong manager capabilities with a track record of mentoring engineers and driving technical delivery.
  • Analytical mindset with a passion for solving complex, ambiguous problems in a fast-paced environment.
  • Deep expertise in React, TypeScript, HTML5, CSS3,
  • Advanced proficiency in Python (FastAPI, Flask, Celery) and/or Java (Spring Boot, Spring Cloud).
  • Proven experience with LangChain, LangGraph. Solid understanding of Retrieval-Augmented Generation (RAG), vector embeddings, semantic search.
  • Strong experience with RESTful APIs, gRPC, WebSockets, and Model Context Protocol (MCP).
  • Hands-on experience with Kubernetes / Red Hat OpenShift, Docker, and CI/CD platforms (Harness, Jenkins, or Tekton).
  • Strong understanding of enterprise security concepts, including OAuth2, OIDC, TLS, HashiCorp Vault etc
  • Experience with SQL (PostgreSQL, Oracle) and NoSQL (MongoDB, Couchbase) databases.
  • Bachelor’s degree/University degree or equivalent experience

Responsibilities

  • Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)
  • Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results
  • Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues
  • Ensure essential procedures are followed and contribute to defining standards
  • Design and architect secure, resilient, and high-performance full-stack applications capable of supporting complex Agentic AI workflows.
  • Establish and enforce technical standards, design patterns, and best practices for full-stack development and AI agent integration across the organization.
  • Evaluate emerging AI frameworks, libraries, and tools to continuously evolve our technical stack and maintain a competitive edge.
  • Lead and contribute to hands-on development across the entire application stack, ensuring clean, modular, and production-ready code.
  • Oversee the creation of highly responsive, intuitive, and accessible user interfaces using React, TypeScript, Tailwind CSS, and modern state management libraries.
  • Design and build scalable microservices and RESTful/gRPC APIs using Python (FastAPI/Flask) and/or Java (Spring Boot).
  • Architect data models and integrate with relational databases (PostgreSQL, Oracle) and NoSQL/Vector databases (MongoDB, Couchbase, Milvus, or Pinecone) to support stateful AI operations.
  • Design and implement stateful, multi-turn, and multi-agent workflows using frameworks such as LangChain, LangGraph, CrewAI, AutoGen, or Semantic Kernel.
  • Deploy and manage agents on Arc, Citi's mandatory Agentic AI runtime, ensuring strict compliance with network policies, egress allowlists, and resource quotas.
  • Implement and consume MCP servers as the mandatory intermediaries to securely mediate agent calls to downstream business systems and databases.
  • Integrate applications with R2D2 (Citi's secure GenAI LLM gateway) to access models from Azure, Vertex, and Stellar, managing token usage, rate limits, and billing analytics.
