As the Friends of ACC Manager (Contract) supporting the creation of the Friends of Maricopa County Animal Care and Control (MCACC) nonprofit, you will play a critical role in establishing the organization’s legal, administrative, and operational foundation. This contracted role is responsible for ensuring that all required processes, documentation, and compliance measures are in place to successfully launch and sustain the nonprofit in alignment with applicable laws, regulations, and county policies. In this role, you will lead and coordinate the administrative steps necessary to formally establish the nonprofit, including entity formation, registration, and the development of governing documents such as bylaws, policies, and procedures. You will work closely with legal counsel, county leadership, and key stakeholders to ensure all federal, state, and local requirements are met, including nonprofit status filings, reporting obligations, and regulatory compliance. You will develop and implement internal administrative systems to support ongoing operations, including financial tracking processes, recordkeeping, contract coordination, and documentation standards. This position will also support the establishment of governance structures by coordinating board formation, facilitating meetings, and ensuring proper documentation and adherence to governance best practices. Additionally, you will collaborate with Animal Care & Control leadership and internal partners to align administrative and operational frameworks with programmatic needs. While supporting early-stage fundraising and partnership efforts, your primary focus will be ensuring that the organization is built on a compliant, well-structured, and sustainable foundation. This position requires strong knowledge of organizational setup, regulatory compliance, and administrative management, along with the ability to navigate complex processes and coordinate across multiple stakeholders. The ideal candidate is highly organized, detail-oriented, and experienced in establishing or supporting new programs, nonprofits, or government-related initiatives. This role requires close collaboration with internal and external partners and a high level of accountability in ensuring that the Friends of MCACC is established in a legally sound, transparent, and operationally effective manner.

Requirements

  • Four years of related professional experience in the area of assignment, including managing projects and conducting complex research and analysis.
  • One year of animal welfare or nonprofit experience
  • At least two years of consistent work experience focused on fund development for the nonprofit sector
  • Bachelor’s degree in Business Administration, Public Administration, or related field
  • An equivalent combination of related post-secondary education and/or relevant experience may be considered in substitution for the minimum qualifications on a year-for-year basis.
  • Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license and have an acceptable driving record.
  • Must be flexible and able to work weekends and holidays

Nice To Haves

  • Experience supporting the formation or startup of a nonprofit organization, including involvement with 501(c)(3) application processes.
  • Knowledge of Arizona nonprofit laws and federal IRS regulations governing tax-exempt organizations.
  • Familiarity with fundraising compliance requirements, including gift acceptance policies and reporting standards.
  • Experience using project management or tracking tools to manage timelines, filings, and deliverables.
  • Background in animal welfare, public service, or community-based nonprofit work
  • Certified Fundraising Executive credential preferred

Responsibilities

  • Coordinate and manage the legal formation of the Friends of MCACC nonprofit, including filing articles of incorporation, securing an EIN, and supporting a 501(c)(3) tax-exempt status application
  • Lead and manage fundraising efforts by developing and implementing a comprehensive development plan, with a focus on securing unrestricted funds that align with and support the organization’s strategic goals.
  • Maintain and strengthen relationships with key funding partners, including businesses, corporations, foundations, and individual donors, ensuring all fundraising activities are conducted effectively and ethically
  • Develop, document, and implement foundational organizational materials, including bylaws, conflict-of-interest policies, records retention policies, and financial procedures
  • Establish and maintain official records, filings, and documentation systems to ensure transparency, audit readiness, and regulatory compliance
  • Support board formation, onboarding, meeting coordination, and documentation of official actions
  • Coordinate across departments and external partners to ensure alignment and compliance throughout the setup process
  • Design internal processes for approvals, reporting, and day-to-day nonprofit operations
  • Assist with establishing banking, accounting processes, internal controls, and financial tracking systems
  • Track key milestones, renewals, and compliance deadlines to ensure ongoing good standing
  • Deliver updates to leadership on progress, risks, and timelines related to nonprofit establishment
