About The Position

Global Risk and Security (GR&S) at Vanguard is dedicated to enabling business strategy, protecting client and Vanguard interests (including assets and data), and fostering a strong risk culture. The Enterprise Security and Fraud (ES&F) sub-division, part of GR&S, is responsible for the global protection of Vanguard crew, property, data, and client assets. This team serves as trusted advisors, utilizing state-of-the-art security and fraud capabilities. ES&F aims to be a world-class destination for highly engaged, passionate, and diverse talent, promoting continuous learning and development in an evolving security landscape. The Fraud Risk Advisor role provides essential risk guidance, oversight, and assurance services to enterprise and divisional partners, aligning with Vanguard's operational and strategic risk framework. This position is crucial for ensuring the development and implementation of effective divisional risk controls and offering technical risk advice across various fraud capabilities. The advisor leads and manages the efficiency and effectiveness of technical risk management within the Fraud department, setting measurable goals to enhance quality and improve overall technical risk management efforts. Key responsibilities include measuring departmental success in identifying and managing technical risk exposure, prioritizing risks, and advising on control design and testing. The role requires technical risk leadership and expertise, particularly concerning money movement activities and controls. The advisor will lead and assist the Fraud team in developing, implementing, and managing both short- and long-term technical risk management strategies, adhering to department goals, standard risk management policies, and the overall risk strategy. This involves collaborating with Fraud to mitigate risks and optimize process efficiency, leveraging expert IT industry best practice knowledge to design effective controls, and recommending new technical risk management strategies. The role also includes providing consultation, facilitation, and analytical support to divisional management for new products, services, processes, and procedures to ensure proper risk mitigation. Building strong relationships with clients, acting as a thought partner, and influencing others are also key aspects. The advisor assesses existing control designs, recommends improvements based on industry best practices, and identifies opportunities for continuous quality improvement of technical standards, methodologies, and technologies. Participation in special projects is also expected.

Requirements

  • Minimum of five years experience in Fraud Operations, Risk Management, Cybersecurity, or IT

Nice To Haves

  • ACFE certification preferred
  • Familiarity with fraud rules engines and workflow management systems

Responsibilities

  • Provide risk guidance, oversight, and assurance services to enterprise and divisional partners based on the Vanguard's operational and strategic risk framework.
  • Ensure the development and implementation of effective divisional risk controls.
  • Provide technical risk advice and direction across fraud capabilities.
  • Lead and manage the efficiency and effectiveness of technical risk management within Fraud.
  • Set measurable goals and examine ways to raise standards, to increase quality and to improve overall technical risk management efforts of the team.
  • Measure departmental success in identifying and managing technical risk exposure, and identify and prioritize existing and emerging risks and advise on appropriate control design and testing.
  • Provide technical risk leadership and expertise, particularly in money movement activities and controls.
  • Lead and assist Fraud in the development, implementation and management of short- and long-term technical risk management strategies in accordance with department goals and objectives, standard risk management policies and procedures, and the overall risk strategy.
  • Work with Fraud to mitigate risks and optimize process efficiency.
  • Use expert IT industry best practice knowledge to design effective controls, and make recommendations for developing new technical risk management strategies for the business.
  • Provide consultation, facilitation and analytical support to the divisional management team as new products, services, processes and procedures are developed to ensure risk is properly mitigated.
  • Identify potential solutions and recommend development options.
  • Develop and maintain strong relationships with enterprise and divisional clients to understand their ongoing risk needs.
  • Act as a thought partner to the business, and effectively persuade and influence others.
  • Assess the design of existing controls and make recommendations, leverages industry best practice for improvement as needed.
  • Understand the risk management framework and utilizes the core concepts when discussing risk exposures with the business.
  • Identify and advise on opportunities for continuous quality improvement of technical standards, methodologies, and technologies.
  • Participate in special projects and perform other duties as assigned.
