About The Position

At Via Logic, we believe strong operations make meaningful work possible. As a growing small business supporting federal and commercial clients, our operating needs span people, talent, finance coordination, contracts, compliance, security, delivery operations, and internal systems. We’re looking for a Fractional Chief Operating Officer/Operations Advisor to provide executive-level strategy, structure, and task-based operational support to Via Logic’s principal and founders. This is a limited-hours advisory and consulting engagement, not a full-time COO role or day-to-day ownership position. The initial engagement is capped at 10 hours per month, with the possibility of additional approved hours as business needs evolve. The ideal consultant brings small-business operations leadership experience, strong GovCon familiarity, and the ability to advise founders while also supporting specific operational tasks as assigned and agreed upon.

Requirements

  • 10+ years of operations leadership experience, such as COO, VP of Operations, Head of Operations, Director of Operations, or equivalent consulting experience.
  • Prior experience advising founders, principals, or executive teams in a small-business or growth-stage environment.
  • Strong ability to translate broad operational needs into clear priorities, owners, next steps, and execution plans.
  • Experience working across multiple business functions, such as People/Talent, finance, contracts, compliance, operations, internal systems, and vendor coordination.
  • Strong written communication, documentation, and process-creation skills.
  • Ability to operate independently in a fractional consulting capacity with limited hours.
  • Comfort working in a fast-moving environment where priorities may shift and structure is still being built.

Nice To Haves

  • Small-business government contracting experience.
  • Familiarity with GSA MAS administration, SAM.gov, federal contract compliance, subcontract/NDA tracking, and related GovCon operations.
  • Familiarity with DCSA/NISPOM facility clearance operations, FSO coordination, and personnel security workflows.
  • Experience supporting audit-ready financials, compliant timekeeping, project-level financial reporting, or GovCon finance operations.
  • Hands-on familiarity with tools such as QuickBooks Online, Gusto, Bitwarden, Middesk, CorpNet, Slack, Google Workspace, and project/task tracking systems.
  • Prior fractional COO, operations consultant, or advisory engagement experience.
  • FSO, Assistant FSO, or personnel security experience.

Responsibilities

  • Support the founders in organizing, prioritizing, and sequencing operational workstreams.
  • Help turn open operational priorities into clear next steps, owners, decision points, and follow-up actions.
  • Advise on operating rhythms, internal workflows, accountability structures, and cross-functional coordination.
  • Support review of delivery operations workflows, timekeeping processes, weekly validation practices, approval workflows, and audit-trail requirements.
  • Provide advisory support related to facility clearance operations, FSO coordination, DCSA follow-up, recurring security compliance tasks, personnel updates, system-access coordination, and annual compliance items.
  • Assist with specific operational projects as assigned and agreed upon.
  • Advise on hiring structure, recruiting operations, role definition, and internal support needs.
  • Support planning around people-related programs such as performance reviews, compensation cycles, benefits decisions, team lead structures, growth frameworks, and internship programs.
  • Help clarify what should sit with People/Talent, leadership, internal operations support, or outside advisors.
  • Provide task-based support for people and talent initiatives as assigned and agreed upon.
  • Help define, track, and organize expense-related, vendor-related, and partnership operational items.
  • Advise on process improvements for expense packages, vendor coordination, consultant support, partnership follow-up, and operational follow-through.
  • Support the creation of simple trackers, workflows, or ownership paths for open expense and partnership items.
  • Provide operational guidance related to finance workflows, bookkeeping cadence, reporting structure, and cross-system coordination.
  • Support task-based review of finance and accounting items such as QuickBooks Online structure, Gusto coordination, chart of accounts cleanup, project-level reporting, invoice tracking, expense processes, and year-end or forward-year planning.
  • Help clarify what should sit with internal operations, bookkeeping support, accounting/tax advisors, or leadership.
  • Coordinate with internal team members and external finance/accounting partners as needed and within approved scope.
  • Advise on operational tracking for NDAs, subcontracts, contract actions, GSA MAS updates, SAM.gov items, and related compliance activities.
  • Help structure registers, trackers, and accountability paths for open contract and compliance items.
  • Provide guidance on how GovCon operational requirements should be documented, assigned, monitored, and escalated.
  • Support task-based contract or compliance coordination as assigned and agreed upon.
  • Priorities will be reviewed and sequenced with Via Logic’s principal and founders.
