About The Position

This position has direct responsibility for overseeing the preparation and administration of the Tribal Forest Management Plan, preparation and sale of Tribal timber, preparation of environmental compliance documents, timber sale and permit administration, and project layout and quality control for reforestation, forest development and other silvicultural projects. In addition, this position supports the Tribal Fire program by serving as a designated fire crew member and may serve in the role of as a Crew Supervisor or Single Resource Boss per the Director’s discretion. Fire related duties include participating in wildfire response, fuel reduction projects, prescribed fire ignitions, holding operations, and mop-up activities to ensure full containment and compliance incident command standards.

Requirements

  • Bachelor of Science in Forest Management, Forest Science or Forest Engineering or other closely related field, and five years’ experience in the practice of forestry, including at least 2 years in a supervisory capacity.
  • Must meet all qualifications established for the Forest Manager I classification. In addition, the incumbent must demonstrate the knowledge, skills, and abilities necessary to perform higher-level forestry program responsibilities with increased independence and decision-making authority.
  • For fire related duties, the incumbent must maintain current CPR/First Aid certification, complete the required medical screening, and successfully pass the National Wildfire Coordinating Group (NWCG) Work Capacity Test within six months of hire, at a minimum.
  • Knowledge of Western Oregon silviculture, including silvics, dendrology, reforestation, timber stand improvement, prescribed burning, vegetation management and forest economics.
  • Knowledge of Cable, ground based, and aerial logging systems design for timber sales.
  • Knowledge of Computer spreadsheet, database, and word processing software.
  • Knowledge of Geospatial systems including but limited to: ESRI online and software programs.
  • Knowledge of Environmental and climate influences that impact tribal communities.
  • Knowledge of Current principles, practices and techniques of Western Oregon forestry.
  • Knowledge of Contract administration, including timber sale and silvicultural contracts.
  • Knowledge of Timber appraisal and logging feasibility analysis.
  • Experience in Preparation of environmental compliance documents, including a thorough understanding of the National Environmental Policy Act (NEPA) and its procedural requirements.
  • Experience in Logging road design and layout.
  • Experience in West-side timber cruising, including identification and assessment of tree defects and diseases.
  • Experience in Appraisal of timber for sale.
  • Experience in Timber sale contract administration.
  • Experience in Computer based Geographic Information Systems.
  • Experience in Computer based road design software.
  • Experience in Program management, including planning, budgeting, monitoring and evaluation.
  • Experience in Supervision of a diverse group of people working on a wide variety of projects.
  • Excellent technical writing and editing skills with the ability to apply those skills to a wide variety of projects.
  • Communicate effectively using both verbal and written skills.
  • Use good judgment in exercising independent action.
  • Supervise and work well with others.
  • Work independently toward broad objectives and be self-motivated to accomplish them.
  • Assist the Natural Resources Director and others in formulating plans to ensure the preservation of the Tribe’s natural resources in perpetuity.
  • Ability to use a chainsaw for extended periods of time.
  • Ability to work long, strenuous hours.
  • Be in good physical condition; be able to ascend and descend steep slopes; be willing to work in heavy brush, inclement weather and smoky conditions.
  • Capable and has the capacity of acquiring CPR/First Aid Training within 6 months of hire.
  • Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.

Responsibilities

  • Responsible for Forestry program planning, budget formulation, execution, monitoring, and evaluation.
  • Prepares and implements forest management plans for all Tribal timber properties.
  • Supervise Forestry staff, including development of work plans, assignment of projects, identification of staff development activities, addressing of grievances, and evaluation of performance.
  • Prepares the Forestry and Forest Management Deductions annual budgets and work plans.
  • Administers and implements the firewood program including Elder woodcut days.
  • Acts as a Tribal liaison with area partners, government agencies, industry leaders, and others to further the goals of the Forestry program.
  • Serve as Logging Systems Specialist for Siletz Reservation, including feasibility, design and layout of complex timber sale logging systems.
  • Serve as Road Engineer for Siletz Reservation, including location, design, and layout of timber sale logging roads and evaluation and scheduling of road maintenance activities.
  • Oversees the design, implementation and processing of timber cruises.
  • Cruises timber and performs quality control check cruises on work performed by other employees.
  • Appraise timber for purpose of sale.
  • Prepare Environmental Assessments for all timber sale activities. Serves as interdisciplinary team (IDT) leader and primary writer for NEPA compliance documents required for projects on Tribal Trust timberlands. Solicits input from the Tribal public, Tribal committees, staff specialists, and outside agencies, organizations and public as appropriate. Coordinates NEPA process from start to finish, including project field reconnaissance & design.
  • Prepare timber sale contracts, prospectuses and advertisements.
  • Prepare road licensing and right-of-way agreements.
  • Prepares timber sale maps and other technical drawings using computer software.
  • Oversees and documents activities of purchasers and operators on reservation logging units, including performance of logging operation inspections to determine compliance with timber sale contracts and timber cutting permits.
  • Receives and accounts for timber sale log scale receipts and certificates on a daily basis during timber sale operation periods. Verifies twice monthly scale reports & summaries and provides documentation to the B.I.A.
  • Meets all B.I.A. forestry regulations and timber sale handbook requirements for projects on Trust properties.
  • Prepares and administers Timber Sale Check Scaling services.
  • May act as Natural Resource Department Director in his/her absence, supervising individuals and their programs.
  • Assist with developing, editing and submitting grants that benefit the Natural Resources Department.
  • Assist in the development of Memorandums of Understanding/Agreement, along with Good Neighbor Authority and Stewardship Agreements with other federal and state government agencies.
  • Serves as Tribal Representative to West Oregon Forest Protective Association, and Keep Oregon Green Association.
  • Prepares Logging Unit Prescribed Burn Plans and Fire Mobilization Plans.
  • Perform and or supervise fuel reduction projects including cutting trees and brush, perform fire ignitions for prescribed fires, constructing fire line, and performing “mop up” duties.
  • Assists with issuance of hunting and fishing tags/permits, access permits, special forest product permits, and firewood permits.
  • Performs other related duties as assigned by the Supervisor.
  • Act as Fire Program Manager in his/her absence, supervising individuals and their programs.
  • Assist fire program as a designated fire crew member during fire season, and serve as the role of Crew Supervisor or Single Resource Boss in capacity of National Wildfire Coordination Group standard qualifications of a Firefighter 1, Engine or Crew Boss or higher credentials.
