About The Position

This position is responsible for supervising and coordinating the construction, repair, and maintenance of City facilities, streets, sidewalks, rights-of-way, parks, grounds, and stormwater infrastructure throughout the City of Key West. The incumbent plans, organizes, assigns, and inspects the work of assigned personnel, equipment, and resources to ensure projects are completed safely, efficiently, and in accordance with established standards. The position exercises independent judgment in carrying out responsibilities within the scope of established policies, procedures, and applicable regulations. Responsibilities include scheduling work, monitoring project progress, and ensuring compliance with safety requirements and departmental objectives. The incumbent plans, stages, and coordinates Public Works support for City-sponsored special events, including personnel, equipment, and traffic control needs. During emergencies and storm events, the position assists with response and recovery operations as assigned. When operational needs require, the incumbent performs maintenance and construction duties alongside the crew while serving as a working supervisor.

Requirements

  • Able to read, write, speak and understand English to communicate with co-workers, instruct employees and generate any necessary workorders or reports.
  • Able to operate Computer, tablets, and smart phone.
  • Able to obtain professional certification or license as need.
  • Able to repair equipment and small engines.
  • Physically able to lift and move 70 lbs. for 100 yards and operate heavy equipment.
  • Able to work in a physically strenuous position for not less than eight (8) hours a day.
  • Able to work with all types of cleaning chemicals and supplies.
  • Must have working knowledge of OSHA safety laws and/or requirements.
  • Able to work a forty (40) hour work week and overtime when necessary.
  • Able to work special events, holidays, weekends, and storm events.
  • Five years’ experience in heavy equipment operation, construction project, and public works maintenance projects.
  • Possess and maintain a Florida Class B CDL license.
  • Able to work outside in all types of weather.
  • Florida Commercial Class “B” driver’s license.
  • High school diploma or equivalent.
  • Considerable knowledge of City streets, lanes, storm drains, and related infrastructure.
  • Demonstrated ability to deal effectively with problems that may occur in the field.
  • Demonstrated ability to supervise workers.
  • Demonstrated ability to maintain harmonious working relationships with City employees, officials, and the public.
  • Demonstrated ability to locate streets, lanes, storm drains, and similar infrastructure within City limits.
  • Ability to operate and maintain all heavy equipment owned by the City.
  • General knowledge of construction techniques (drywall, tile, ceiling tile layout, minor building construction, plumbing, electrical, mechanical systems).
  • Computer literacy with at least two years of experience using spreadsheets and word processing (including Microsoft Word and Excel), and ability to learn the work order system.
  • Five years of experience operating heavy equipment (e.g., backhoe, pay loader, street sweeper).
  • Ability to learn City policies.
  • Two years of experience supervising work crews.
  • Ability to write procedures for Public Works operations.
  • Experience operating under emergency conditions.
  • Knowledge and experience in pouring and setting concrete forms.
  • Demonstrated ability to operate equipment and tools needed for the job.
  • Demonstrated ability in construction and maintenance.
  • Demonstrated ability in landscaping and tree trimming.

Responsibilities

  • Supervising and coordinating the construction, repair, and maintenance of City facilities, streets, sidewalks, rights-of-way, parks, grounds, and stormwater infrastructure.
  • Planning, organizing, assigning, and inspecting the work of assigned personnel, equipment, and resources.
  • Scheduling work, monitoring project progress, and ensuring compliance with safety requirements and departmental objectives.
  • Planning, staging, and coordinating Public Works support for City-sponsored special events, including personnel, equipment, and traffic control needs.
  • Assisting with response and recovery operations during emergencies and storm events.
  • Performing maintenance and construction duties alongside the crew when operational needs require, serving as a working supervisor.
  • Responding to emergency call-outs within required timeframes and handling facility emergencies.
  • Maintaining and operating all heavy equipment owned by the City.
  • Assisting with daily work orders, vehicle repair tasks, and inspection documentation.
  • Using City-issued Purchase Orders to procure goods and materials.
  • Inputting, updating, and closing work requests and job orders in the City’s work order system.
  • Preparing monthly progress reports for right-of-way crews and other assigned activities.
  • Supervising and training work crews in all aspects of Public Works operations, including equipment and tool use.
  • Performing unskilled and semi-skilled labor in various weather conditions and terrains.
  • Operating trucks, tools, equipment, supplies, and materials according to all safety regulations.
  • Overseeing and assisting with construction, maintenance, and repair of streets, sidewalks, facilities, parks, and City infrastructure.
  • Supervising and assisting with concrete work, including repair, paving, and setting forms.
  • Laying out sidewalks and other construction projects using transit or similar instruments.
  • Receiving and coordinating communication for special event operations to ensure proper equipment, staffing, and supplies.
  • Overseeing and assisting with installation and repair of mechanical, irrigation, plumbing, electrical, concrete, asphalt, and other construction projects.
  • Overseeing and assisting with installation, maintenance, and repair of City rights-of-way and landscaping.
  • Serving as an essential employee during Hurricane Watch/Warning conditions, assisting with preparations and supporting the Superintendent.
  • Performing other duties as assigned.
