Our Perris, CA site supports a leading global technology customer with complex, high-volume supply chain operations. We are seeking a Manager, Foreign Trade Zone and Customs Compliance to lead and oversee all aspects of U.S. Customs and Foreign Trade Zone (FTZ) compliance at the site. This is a high-impact leadership role responsible for protecting the organization from regulatory risk while enabling efficient global trade operations.

Requirements

  • Minimum 5 years of experience in FTZ, global trade compliance, international logistics, or customs compliance
  • Strong knowledge of: Customs processes and customs valuation, Import/export compliance, Customs regulations and international trade, Preferential and Free Trade Agreements
  • Experience with EAR and ITAR regulations
  • Experience developing and implementing import/export compliance programs
  • Strong analytical, problem-solving, and decision-making skills
  • Excellent team collaboration skills, including experience working within complex international matrix organizations
  • Ability to thrive in a fast-paced environment with evolving priorities
  • Strong attention to detail while maintaining a strategic perspective

Responsibilities

  • Oversee and manage customs and FTZ compliance activities for the Perris site
  • Ensure compliance with U.S. customs regulations and international trade laws
  • Manage import/export compliance processes, including customs valuation and documentation
  • Support and maintain compliance with Preferential & Free Trade Agreements
  • Ensure adherence to EAR and ITAR regulations
  • Develop, implement, and maintain import/export compliance programs
  • Collaborate with cross-functional teams, including operations, logistics, and global trade compliance
  • Support trade process optimization while minimizing regulatory risk
  • Provide leadership and guidance to operational teams on compliance matters
  • Act as the primary liaison for all FTZ-related communications with CBP (Customs and Border Protection) and internal stakeholders
  • Manage import activities, coordinating with customs brokers, vendors, carriers, and freight forwarders
  • Prepare and submit FTZ documentation, including, but not limited to: e214 Admissions, Weekly Withdrawals (CF3461/CF7501), Zone Transfers (CF7512), and Quarterly and Annual Reports
  • Oversee FTZ operations, including daily transactions, inventory reconciliation, and audit readiness
  • Understands the Harmonized Tariff Schedule (HTS) and ensure compliance with country-specific regulations
  • Understands partner government agencies (FDA, EPA, etc.) and manage compliance with trade programs (FTA, AD/CVD, Section 201/301/232, quotas)
  • Monitor U.S. imports for timely customs clearance and proactively resolve issues
  • Reconcile inventory records between internal systems and third-party FTZ platforms
  • Conduct internal audits and recommend process improvements
  • Review commercial invoices for outbound shipments to ensure accuracy and compliance
  • Maintain and update the FTZ Procedures Manual
  • Ensure complete and accurate FTZ recordkeeping for CBP audits and reviews
  • Support the logistics and compliance team with additional duties as assigned
  • Create and maintain instructions and documents processes in own responsibility area.
