Lawrence Berkeley National Laboratory is hiring a Foreign National Access Program (FNAP) Specialist in the Security and Emergency Services Division. Reporting to the Security Operations Manager, this role supports the Laboratory’s FNAP by managing foreign national access processes, ensuring compliance with Laboratory and Department of Energy (DOE) policies, and handling employee, affiliate, and visitor access, tracking, and approvals. The specialist uses established procedures and sound judgment to resolve program-related issues and support operational needs. Requirements

  • Two years of related experience or specialized administrative experience.
  • Must be a U.S. Citizen
  • Experience supporting program coordination and compliance activities.
  • Ability to learn and apply policies in order to ensure compliance and achieve programmatic objectives.
  • Problem-solving skills to analyze existing procedures and recommend solutions to problems of moderate scope and complexity.
  • Proven ability to handle confidential issues and information with a high degree of professionalism, tact, and discretion.
  • Demonstrate effective organizational skills sufficient to independently establish priorities and ensure completion of projects in a timely manner.
  • Ability to interact and communicate with a wide range of scientific, management, administrative & human resources staff, and international researchers.
  • Proficient in using Microsoft Office Suite, Adobe Acrobat, Google Workspace, and Smartsheet. Demonstrated ability to learn new technologies/software.
  • Familiarity with cloud and web-based audio/video collaboration tools such as Zoom, Google Meet, and ReadyTalk.

Nice To Haves

  • Undergraduate degree or equivalent in education and experience
  • Experience with implementing the DOE Foreign Visits and Assignments Program or the Foreign National Access Program.
  • Working knowledge of UC, LBNL, BSO, Office of Science, and DOE policies and procedures is highly desirable.
  • Ability to work extended hours or days as needed.
  • Experience developing training materials.
  • Understanding of reporting and quality assurance processes

Responsibilities

  • Manage daily operations of the Foreign National Access Program (FNAP) and ensure compliance with Laboratory and DOE requirements.
  • Process, review, track, and maintain foreign national access requests, approvals, denials, and supporting documentation.
  • Coordinate with foreign nationals, hosts, HR, security, and other stakeholders to facilitate access and resolve program issues.
  • Review sensitive cases, analyze CVs and work history gaps, and prepare State Sponsors of Terrorism (SST) approval packets.
  • Maintain data integrity in the FACTS database, run reports, identify documentation gaps, and support audits, assessments, and compliance reviews.
  • Monitor regulatory changes, recommend process improvements, and implement procedural enhancements.
  • Track program metrics, support S&T Risk Matrix compliance, and assist with reporting and performance indicators.
  • Provide event access support, including check-ins, badge issuance, and coordination with organizers and security personnel.
  • Serve as backup support for the Badge Office and contribute to Security and Emergency Services (SES) Division activities.
  • Complete required DOE training and participate in Emergency Operations Center (EOC) activities, drills, exercises, and activations as needed.
  • Perform other duties as assigned by Site Security Management.
