About The Position

Prevailance is seeking an experienced, mission-focused professional to support the Commander, United States Fleet Forces Command (USFFC) Higher Headquarters Operational Assessment (HHOA) Program part-time as a Force Protection (FP) Assessment Analyst Subject Matter Expert (SME). The FP SME provides expertise in on-site assessment of CONUS-based Navy installations (tenant commands included) and subsequent data analysis, including data capture, reduction, integration, comparative analysis, trends analysis, and Root Cause Analysis (RCA) at the Operational Level of War (OLW). The role involves developing recommendations for HHOA program improvement, including data collection processes and analytic methodologies. Tasks also include the continuous review and revision of data capture documents (Excel Spreadsheets) and data synthesis documents (MS Word). The analyst will provide informed recommendations relating to associated Navy Tasks (NTAs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs). Responsibilities include consolidating raw data (assessment scores from numerous Navy installations) and reducing, integrating, and analyzing that data across multiple installations and tenants to identify Personnel, Equipment, Supply, Training, Ordnance, Networks, and Installations (PESTONI) discrepancies (negative trends), performance gap commonalities, and initial Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) recommended solutions. The position requires preparing products and briefing findings at the O-6 and above level. This role demands a proficient, proactive, and diligent on-site SME who can integrate into the Assessments Branch, providing real-time assessment recommendations to improve performance tasks, measure effectiveness, optimize resource allocation, and enhance responsiveness to emergent challenges. Travel is anticipated to be required 6-8 weeks per year, one week at a time, for installation assessments.

Requirements

  • Graduate of the following: ATO Ashore Level II AT Planning Course
  • Introduction to Risk Management GS 150.06
  • Risk Management for DoD Security Programs GS 102.16
  • FEMA ICS Course 100 / 200 / 700 / 800 Series
  • Six (6) years' minimum as a Navy Force Protection professional in both afloat and ashore environments
  • Three (3) years’ minimum experience in a senior leadership position (e.g., Senior Enlisted (E7-E9) / Officer (O3-O4) / LDO / Warrant Officer
  • Three (3) years’ minimum experience on a high-level (O-6 and above) staff engaging and briefing O-6 level and above leadership on FP considerations to include Flag level staffs responsible for Tactical Control (TACON) for FP
  • Three (3) years’ minimum experience as a trainer in an advisory, evaluative, or assessor role involving afloat units or Navy installations, to include Integrated Training Team (ITT), Antiterrorism Training Team (ATTT), or higher headquarters teams such as the Regional Training Team (RTT)
  • Two (2) years' minimum experience with data collection and analysis in support of installation operational assessments
  • Experience with joint operations and the National Incident Management System (NIMS)
  • Well-versed in Navy Force Protection unit training and evaluation processes to include the core capabilities of Antiterrorism, Physical Security, and Law Enforcement
  • Possess the ability to conduct in-depth research of military references, identifying requirements and associated capabilities as they pertain to the execution of FP mission sets
  • Possess an understanding of the Navy Warfare Training System (NWTS) and Navy Tasks (NTAs) / Navy Mission Essential Tasks (NMETs)
  • Possess excellent Excel Spreadsheet, PowerPoint, and MS Word skills
  • Must be able to obtain and maintain a SECRET security clearance.

  • Navy Master-at-Arms Senior Enlisted or 6490 (Security designator) LDO at the O3 and above level, with both operational and staff experience
