About The Position

LMI is seeking a Force Management Operations Lead to support a Department of War mission partner J8 with joint force management, capability requirements, strategic planning, analysis, and enterprise integration. This role will serve as a senior integrator across operational, requirements, acquisition, resourcing, and technology stakeholders, translating complex mission needs into prioritized, decision-ready requirements and executable courses of action. The ideal candidate combines deep Joint and Special Operations experience with strong requirements-development expertise, senior leader engagement skills, and the ability to synchronize diverse organizations around common mission outcomes. This position requires on-site support in the National Capital Region and an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. The position requires periodic travel to supported commands, operational units, exercises, test events, and industry locations.

Requirements

• Minimum of ten years of progressively responsible experience supporting Department of Defense, Joint, Combatant Command, Service, Special Operations, acquisition, requirements, force management, or closely related national security activities.
• Demonstrated experience with Joint capability requirements development, validation, prioritization, capability gap analysis, or requirements governance.
• Experience translating operational needs and mission gaps into requirements, capability recommendations, acquisition priorities, or resourcing decisions.
• Working knowledge of the Joint Capabilities Integration and Development System and related Joint requirements processes.
• Demonstrated understanding of Planning, Programming, Budgeting, and Execution processes and the relationship between requirements, resources, acquisition, and fielding.
• Experience coordinating across senior military, civilian, technical, acquisition, operational, and analytical stakeholders.
• Demonstrated ability to lead cross-functional efforts involving multiple organizations with competing priorities and authorities.
• Experience preparing decision-ready briefings, executive-level written products, requirements documentation, and analytic materials for senior leaders.
• Strong analytical skills with the ability to synthesize large amounts of operational, technical, programmatic, and organizational information into clear recommendations.
• Experience using data, dashboards, business intelligence, or analytic tools to improve leadership visibility and decision-making.
• Excellent written and verbal communication skills with the ability to engage credibly with senior leaders and technical subject matter experts.
• Active Top Secret security clearance with eligibility for Sensitive Compartmented Information.

Nice To Haves

• Prior experience supporting the Joint Staff J8, a Combatant Command J8, Service headquarters requirements organization, Special Operations Command, or equivalent enterprise-level requirements organization.
• Prior military service with command, operational planning, aviation, requirements, acquisition, or force management experience.
• Experience supporting United States Special Operations Command or another Special Operations Forces organization.
• Defense Acquisition University requirements management certification or equivalent formal requirements-development training.
• Experience integrating emerging aerospace, autonomous, counter-uncrewed, artificial intelligence, data, or other advanced technology capabilities into operational requirements.
• Experience supporting capability portfolio management, Functional Capability Boards, requirements databases, enterprise modernization initiatives, or strategic acquisition planning.
• Experience with Tableau, Qlik, Decision Lens, Power BI, or comparable business intelligence and decision-support tools.
• Graduate education in national security strategy, resource strategy, acquisition, business, engineering, operations, or a related field.

Responsibilities

• Lead force management and capability integration activities supporting senior Department of War and Joint mission stakeholders.
• Translate operational problems, capability gaps, emerging threats, and commander priorities into clear requirements, decision points, and recommended courses of action.
• Support development, validation, prioritization, and synchronization of Joint capability requirements across multiple functional and mission areas.
• Integrate operational requirements with acquisition, technology, experimentation, and resourcing activities to improve the speed and quality of capability delivery.
• Coordinate across Joint Staff, Combatant Command, Service, Special Operations, acquisition, science and technology, operational, analytical, and industry stakeholders to align requirements and execution.
• Prepare senior leader briefings, decision papers, executive summaries, analytic products, requirements packages, and other materials supporting enterprise-level decisions.
• Support Planning, Programming, Budgeting, and Execution activities by connecting validated capability needs to longer-term resourcing, acquisition, and modernization priorities.
• Analyze portfolios of requirements, programs, technologies, and mission gaps to identify duplication, dependencies, risk, and opportunities for improved alignment.
• Develop and maintain integrated tracking mechanisms, dashboards, and decision-support products that improve visibility of requirements, priorities, status, and risk.
• Apply data-driven methods to requirements and capability analysis, including use of business intelligence, visualization, and decision-support tools where appropriate.
• Facilitate working groups, functional reviews, senior leader engagements, and cross-functional planning sessions involving varied operational and technical stakeholders.
• Support evaluation and integration of emerging technologies, including autonomous systems, counter-uncrewed systems, data and analytics capabilities, and other mission-relevant technologies.
• Identify organizational, policy, process, and technical barriers that delay capability delivery and develop actionable recommendations to reduce friction.
• Serve as a trusted integrator between operational users and enterprise organizations responsible for requirements, acquisition, resourcing, testing, and fielding.
• Maintain awareness of evolving Joint and Department priorities, emerging operational concepts, technology trends, and threat developments that may affect capability requirements.
• Operate effectively with limited direction, manage multiple competing priorities, and deliver high-quality products under compressed timelines.
