About The Position

This position is responsible for coordinating and managing food purchasing cooperatives and commodity processing for member districts. The role involves managing RFPs, creating product specifications, facilitating meetings, providing customer service, and ensuring compliance with state and federal laws. The manager will also be responsible for utilizing management software, training members, and coordinating events like the Annual Food Service Show.

Requirements

  • High School Diploma or equivalent
  • Three years’ Procurement experience preferred
  • Evidence of experience in operating a variety of spreadsheet and office software – (Microsoft Word, Access and Excel)
  • Experience with USDA commodity processing and/or procurement for Child Nutrition Programs
  • Experience in working with multiple supervisors preferred
  • Experience in working with multiple clients

  • Bachelor’s Degree preferred
  • TASBO Certification preferred
  • Recommendation by ESC Executive Director
  • Any acceptable variations of the above as approved by the board of directors

Responsibilities

  • Process all personal timekeeping, travel reporting and other paperwork in a timely manner.

  • Keep Chief Finance & Operations Officer advised of all pertinent cooperative business.
  • Attend all departmental staff meetings and general staff meetings.
  • Coordinate RFP’s for vendor awards per State and Federal Laws using ESC website for posting and awarding contracts.
  • Create specifications for member requested products.
  • Schedule and facilitate various meetings with member districts, vendors and potential vendors.
  • Provide customer service and technical service for Food Purchasing district members and vendors to problem solve situations.
  • Facilitate Food Purchasing Co-op Memberships.
  • Collect, update and provide on-line access to all required documents for awarded products and vendors.
  • Network with other State Food Purchasing counter parts.
  • Coordinate RFP’s for further processing of the USDA foods per State and Federal Laws using ESC website for posting and awarding contracts.
  • Utilize Bid Forge or other management software program for coordination of commodity processing in member districts.
  • Provide training for members to schedule delivery, monitor balances and track shipments.
  • Schedule and facilitate “Sampling Meeting” for vendors and member districts.
  • Provide customer service and technical assistance for Commodity Processing member districts and vendors to problem solve situations.
  • Facilitate Commodity Purchasing Co-op Memberships.
  • Plan, coordinate and facilitate Annual Food Service Show.
  • Work Cooperatively with the Texas Department of Agriculture.
  • Other duties as assigned by Chief Finance & Operations Officer.
