About The Position

The FOIA Analyst provides critical technical and analytical support to the Defense Information Systems Agency (DISA) by utilizing enterprise IT platforms to fulfill complex Freedom of Information Act (FOIA) and Privacy Act (PA) requests. This role bridges legal compliance and IT operations, requiring the analyst to query digital databases, utilize advanced eDiscovery software, apply electronic redactions to metadata and digital files, and manage the technical workflow of cases within specialized IT case management software (e.g., FOIAXpress).

Requirements

  • Bachelor’s degree in Information Systems, Cyber Policy, Business Administration, or a related field.
  • 3–5 years of experience in eDiscovery, digital FOIA processing, or electronic records management within the DoD or Intelligence Community.
  • Proficiency with FOIAXpress, advanced Adobe Acrobat Pro (digital redaction), Microsoft 365 eDiscovery modules, and cloud-based case management software.
  • Active DoD Secret clearance is strictly required to access DISA enterprise systems and review potentially sensitive IT records.
  • SIPRNet Access is required to search and process responsive records.
  • Familiarity with FOIA statute 5 U.S.C § 552, DoD Manual 5400.07, and FOIA exemptions 1-9.

Responsibilities

  • Utilize DoD Impact Level 5 (IL5) authorized eDiscovery platforms to query, filter, and extract electronically stored information (ESI) across DISA’s network, including DoD365 environments, SharePoint data lakes, and internal cloud servers.
  • Operate and maintain FOIA IT case management systems (such as FOIAXpress and its Public Access Link portal) to track request lifecycles, log communications, and generate digital compliance reports.
  • Create Records Managements SOPs, tip sheets, and updates manuals.
  • Apply electronic redaction software to remove Personally Identifiable Information (PII), Controlled Unclassified Information (CUI), and classified data from digital files. Perform IT quality assurance to ensure metadata is scrubbed and native file properties do not inadvertently leak redacted information.
  • Utilize AI and machine learning tools within eDiscovery systems to perform digital deduplication, thread analysis on enterprise emails, and keyword filtering to isolate responsive IT records efficiently.
  • Coordinate with DISA system administrators, network engineers, and data owners to locate responsive IT system architecture diagrams, cyber incident logs, and technical policy documents requested by the public.
  • Write official correspondence for review and signature, which is inclusive of release determinations.
