About The Position

Are you looking for an opportunity to use your financial management and Foreign Military Sales (FMS) expertise to support some of the Department of Defense's most complex international programs? As an FMS Financial Analyst, you'll help manage the financial execution of advanced defense capabilities that strengthen interoperability between the United States and its international partners. In this role, you'll work alongside government case managers, program offices, technical teams, and industry partners to support the development and execution of FMS cases involving complex AEGIS and C4I capabilities. You'll apply your knowledge of the AEGIS Program Acquisition Resource Manager (PARM) process and Navy acquisition environment to coordinate financial requirements across program stakeholders, develop and maintain spend plans, analyze case execution, and ensure financial data remains accurate across FMS and Navy enterprise systems. You'll provide the financial insight needed to help program leadership understand case performance, identify execution challenges, and make informed decisions. From developing financial forecasts and reconciling case data to supporting program and financial management reviews, your work will directly contribute to the successful delivery of critical capabilities to U.S. international partners.

Requirements

  • 7+ years of experience with financial management, program financial analysis, budgeting, or funds execution for Department of Defense programs
  • Experience supporting Navy acquisition programs at the program office level, including PAE Mission Systems, PEO C4I, NAVWAR, or related organizations
  • Experience supporting AEGIS programs and working with the AEGIS Program Acquisition Resource Manager (PARM) process, and developing and maintaining execution spend plans, obligation and expenditure phasing plans, financial forecasts, or program financial management products
  • Experience analyzing commitments, obligations, expenditures, disbursements, or financial execution data and identifying and resolving discrepancies
  • Experience developing financial reports, executive summaries, and recommendations to support program leadership and recurring or ad hoc financial data calls
  • Experience supporting Financial Management Reviews (FMRs), Case Reconciliation Reviews (CRRs), Program Management Reviews (PMRs), In-Progress Reviews (IPRs), or program and case execution reviews
  • Experience using FMS and Navy enterprise systems, including DSAMS, SCIP, MISIL, N-ERP, NEPS, or COGNOS
  • Ability to collaborate with case managers, program offices, financial managers, technical stakeholders, and industry partners to resolve complex financial and programmatic issues
  • Secret clearance
  • Bachelor's degree

Nice To Haves

  • Experience supporting Foreign Military Sales (FMS) case development, execution, reconciliation, or closure activities
  • Experience supporting PMW 750, PMW 760, or other Navy ship integration and C4I program offices, including creating and managing NAVSEA Task Planning Sheets (TPS)
  • Experience developing or maintaining FMS case documentation across Pre-LOR, Case Development, Case Execution, and Case Closure activities
  • Knowledge of FMS policies, processes, and financial management requirements throughout the FMS case lifecycle
  • Top Secret clearance
