About The Position

MBC is seeking a Senior FMS Financial Analyst to join their team in San Diego. This position is a Key Personnel role on the contract and requires in-office support 5 days per week. The Senior FMS Financial Analyst will provide financial management support and expert guidance to the U.S. Navy’s MIDS program office.

Requirements

  • 7+ years’ experience in NAVWARSYSCOM/PEO C4I OR NAVAIRSYSYCOM FMS
  • Expert NERP skills
  • Prior FMS budgeting experience
  • Active DOD Secret security clearance
  • Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
  • Excellent attention to detail and organizational skills
  • Strong verbal and written interpersonal, communication, and presentation skills
  • Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
  • Attend meetings and provide client support onsite/in person when required

Responsibilities

  • Provide funding establishment, allocation and transfer in NERP
  • Use MISIL to maintain case financial information, perform funds validation, manually commit and obligate funding for contract procurements, and establish contract deliverables to ensure contract requirements are tracked and managed
  • Monitor contract execution status, post obligations upon award, track payments, and prepare contract financial reports as required
  • Collaborate with other MILDEPS to accept incoming funding documents for Other Customer Funds FMS cases
  • Track and report obligations and expenditures throughout the life cycle of FMS cases
  • Update spend plans/financial trackers monthly for MIDS Program Office (MPO) and OCF FMS cases
  • Utilize various FMS systems to maintain accurate and up-to-date data, including N-ERP, MISIL, MOCAS, DSAMS, DIFS, COBRA, CEPT, DCAS, EDA, and SCIP
  • Maintain an FMS funding document control system (Doc Log) to log and track PRs in N-ERP
  • Participate in training events focusing on FMS financial regulations and policies, and share lessons learned with MPO to ensure compliance
  • FMS Administrative funding budget exhibit development, submission and execution
  • Provide case reconciliation, financial anomaly resolution and FMS case closure
  • Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients.
