City: Miami Beach State: Florida Summary CAP Government, Inc. is seeking a Floodplain Reviewer to join our growing team. The qualified candidate is responsible for the professional and technical work of above-average complexity in the review and analysis of plans and specifications to determine compliance with the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP), Municipal Building and Zoning Ordinances, the Florida Building Code, and related technical codes, and to assist the Floodplain Manager in administration and coordination of the Community Rating System (CRS).

Requirements

  • High school diploma or equivalent; 60 college credits in building and/or construction techniques preferred.
  • Possess and maintain Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification.
  • 3–5 years of experience interpreting and applying guidelines and complex regulations relating to floodplain management and National Flood Insurance Program (NFIP) principles.
  • Additional qualifying education may substitute on a year-for-year basis for required experience.
  • Required certifications must be kept current during employment.

  • 60 college credits in building and/or construction techniques preferred.

Responsibilities

  • Reviews all plans and specifications in detail to ensure compliance with Federal, State, and local floodplain management and coastal construction regulations prior to issuance of building permits for proposed construction, land use modifications, or building development.
  • Discusses technical requirements with engineers, contractors, builders, or property owners; approves or disapproves submissions; suggests modifications; and requests corrections or plan resubmission as necessary.
  • Reviews and evaluates drawings and specifications to determine minimum code compliance with flood-resistant design and construction requirements.
  • Assists with inspections of buildings during construction, alteration, or repair to ensure compliance with approved plans and building code requirements related to flood-resistant design and construction.
  • May also conduct pre-construction site inspections to assess plan feasibility and monitor construction progress.
  • Assists in investigating complaints regarding violations of applicable codes and ordinances, and coordinates prosecution of violators when necessary.
  • Performs other related duties as assigned.
