Requirements

  • Associate's degree in a related field or High School Diploma with three years of relevant property management experience.
  • Minimum of three years of experience in affordable property management, including Tax Credit, HUD Project-Based Vouchers, and communities with multiple regulatory overlays.
  • Intermediate proficiency in Microsoft Excel, including creating and maintaining complex spreadsheets, using formulas, data validation, conditional formatting, and generating reports for analysis and decision-making.
  • In-depth knowledge of affordable housing rules, regulations, and compliance requirements.
  • Ability to effectively lease units, including marketing vacancies, ensuring program eligibility, explaining lease terms, and guiding prospective residents through the application and move-in process.
  • Strong written and verbal communication skills, with particular emphasis on professional written correspondence with tenants, vendors, and outside partner agencies.
  • Ability to build positive working relationships with residents, staff, service providers, and vendors.
  • Ability to maintain accurate records, demonstrate leadership, and interact professionally in all situations.
  • Self-motivated, dependable, flexible, organized, and able to prioritize multiple projects while meeting deadlines.
  • Demonstrated ability to make sound decisions, accept training, develop new skills, and work well under pressure.
  • Demonstrates integrity, reliability, professionalism, cooperation, and empathy toward others.
  • Ability to travel between locations throughout Santa Clara County and San Mateo County.
  • Reliable transportation is required.
  • Ability to perform prolonged computer and desk work.

Responsibilities

  • Providing on-site property management coverage across the Agency's housing portfolio when permanent managers are absent or positions are vacant.
  • Overseeing the daily operations of assigned sites, ensuring compliance with Agency policies, procedures, state and federal housing requirements, and other property program-specific regulations.
  • Maintaining a supportive and professional environment for residents.
  • Overseeing the timely submission and completion of maintenance work orders.
  • Managing occupancy levels.
  • Processing tenant certifications.
  • Collecting and accurately recording rent and subsidy payments.
  • Coordinating all other aspects of daily site operations.
  • Supervising junior staff, including temporary personnel and desk clerks.
  • Scheduling vendors and ensuring approved work is completed.
  • Ensuring vacant units meet Agency standards and required turnaround timelines.
  • Assigning and monitoring work orders for timely completion.
  • Ensuring compliance with building, municipal, and fire codes.
  • Following the assigned site's after-hours emergency protocol, including carrying the emergency phone and responding to emergencies.
  • Walking the property daily to maintain curb appeal and promptly identify maintenance needs.
  • Maintaining occupancy in accordance with Agency policy.
  • Working with the assigned Regional Manager to market vacancies in compliance with State, Federal, and Local requirements.
  • Reviewing rental applications, conducting housing interviews, and preparing accurate compliance files.
  • Walking vacant units daily to ensure they are rent ready.
  • Showing available units to prospective residents.
  • Completing move-ins in accordance with property program requirements and California law.
  • Attending Agency meetings, regulatory inspections, and site activities.
  • Promoting a positive community environment for residents.
  • Responding to resident concerns in a timely, courteous, and professional manner.
  • Managing resident evictions when necessary.
  • Enforcing property rules and regulations consistently.
  • Conducting recertification interviews and ensuring timely, accurate completion of files.
  • Collaborating with onsite service providers to support resident needs.
  • Completing Monthly Aged Receivables, Daily Property Walk Checklists, and other required reports by established deadlines.
  • Preparing itemized Dispositions of Security Deposits in compliance with legal requirements.
  • Balancing and maintaining petty cash according to Agency policy.
  • Maintaining compliance with site budgets under Regional Manager oversight.
  • Establishing and managing resident repayment agreements while following Agency accounting and reporting procedures.
  • Working with Resident Services to resolve tenant issues.
  • Ensuring staff conduct is professional and aligned with Agency standards.
  • Working under the direction of different Regional Managers based on property assignment.
  • Communicating site-specific needs and providing status updates to the appropriate Regional Manager.
  • Adapting to varying leadership styles, site cultures, and compliance requirements.
  • Maintaining a shared calendar of assigned work sites, coverage dates, inspections, and compliance deadlines.
  • Coordinating with Regional Managers to ensure efficient site coverage.
  • Providing regular calendar updates to the Director of Property Operations and Regional Managers.
