About The Position

This position is restricted to current Military members of the Iowa Army National Guard. The Flight Operations Specialist, GS-2102-8, conducts preflight pilot briefings, provides flight following services, processes clearances and flight plans, initiates search and rescue operations, and maintains flight operations records. The role also involves scheduling and dispatching aircraft and aircrews, coordinating synthetic flight training, and maintaining navigational information. Additionally, the position includes supervising on-the-job training for unit flight operations personnel.

Requirements

  • Current Military member of the Iowa Army National Guard.
  • Experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program.
  • Experience using computer and automation systems.
  • 1-year specialized experience equivalent to at least the next lower grade (GS-7).
  • Experience, education, or training arranging and interpreting directives and regulations governing transportation of personnel, cargo, or freight.
  • Experience applying directives and regulations governing transportation of personnel, cargo, or freight.
  • Experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations.
  • Experience planning and organizing the work of others.
  • Must be an Officer (O-3 and Below).
  • Must be able to wear the military uniform.
  • Must be able to obtain and maintain a security clearance.
  • Must be able to serve a 2-year trial period (or 1-year for Veterans Preference Eligibles).

Responsibilities

  • Conducts preflight pilot briefings in accordance with National Guard regulations and directives.
  • Briefs pilots on mission, aircraft, and flight plan, including restrictions, navigational facilities, hazards, terrain, weather forecasts, and NOTAMs.
  • Ensures pilot and crew qualification for the aircraft and mission type.
  • Completes risk analysis projections and determines when higher-level approval is needed for flights.
  • Acts as flight approving official, signing briefing documents.
  • Makes recommendations to the pilot-in-charge regarding flight safety.
  • Conducts post-mission debriefs.
  • Provides flight following services for local and maintenance test flights.
  • Maintains direct voice communication with aviators for flight information and safety.
  • Processes extended and local clearances, ensuring conformance with flight rules.
  • Processes, clears, and transmits flight plans and flight progress messages.
  • Initiates search and rescue for overdue aircraft and implements crash rescue plans.
  • Prepares, maintains, and files records, charts, graphs, and reports related to flight operations and training.
  • Compiles and summarizes reports for analysis using computer systems.
  • Maintains and accounts for aircrew training records, medical recommendations, and aviation service data.
  • Maintains arrival and dispatch records for aircraft.
  • Schedules and dispatches assigned aircraft and aircrews.
  • Serves as the Synthetic Flight Training System (SFTS) coordinator.
  • Maintains current files of aircraft flying regulations and navigational information.
  • Supervises on-the-job training of unit flight operations personnel.
  • Performs other duties as assigned.
