A dispatcher, qualified as per CAR section 705.110, is assigned the responsibility of exercising safe and efficient operational control over Porter Airlines Inc. flights in conjunction with the pilot-in-command. This role involves operational pre-departure planning and flight watch within a prescribed geographic area or assigned flights, ensuring compliance with Canadian and foreign government rules and regulations, company flight operations manuals, and corporate policies. The dispatcher is responsible for the timely formulation, amendment, and execution of the Operational Flight Plan (OFP), authorizing aircraft releases, analyzing operational conditions, and exercising operational control on a co-authority basis with the Pilot-In-Command. They perform flight watch, determine when OFP changes are required, and communicate these changes to the flight crew. The role also includes providing flight crew briefings, obtaining flight progress information, communicating OFP requirements to ATC, initiating emergency response procedures, and resolving operational conflicts with Maintenance Operations Control (MOC) and the Pilot-In-Command. Active participation in the Safety Management System (SMS) and conducting On The Job Training are also key aspects of this position.
