About The Position

Plan, direct, manage, and oversee the activities and operations of both the Fleet and Sanitation Subdivisions of the Public Works Department. Act in the capacity of Emergency Management Coordinator for the City of Riverton, working closely with the Fremont County Emergency Management Program. This position will be responsible for establishing and maintaining and Entry-Level Driver Training Program for employees of the City of Riverton, in accordance with 49 CFR part 383.

Requirements

  • High school diploma or general education degree (GED)
  • A minimum of five years of progressively responsible experience in equipment operation, fleet, and personnel management
  • Ability to read and comprehend complex documents, correspondence, and memos.
  • Ability to respond effectively to inquiries or complaints.
  • Ability to prepare and present oral presentations, written articles, and responses.
  • Ability to write relatively complex procedure manuals.
  • Ability to effectively present information and presentations on controversial or complex topics in one-on-one and small group situations, including the governing body, public groups, and boards and commissions.
  • Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages.
  • Ability to apply concepts of basic algebra.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to operate specific equipment.
  • Ability to work with specific software.
  • Must be organized and able to manage multiple deadlines.
  • Must have good personal relation and dispute resolution skills.
  • Must be able to provide administrative and professional leadership and direction in the area of fleet and sanitation management.
  • Must possess a valid Wyoming Commercial Driver's License of the required status
  • Ability to be insured under the City's municipal automobile insurance coverage
  • Must be at least 18 years of age.

Responsibilities

  • Assume primary responsibility of fleet management for all rolling equipment of the City of Riverton; including, but not limited to, Administration, Police, Community Development, Airport, Water, Wastewater, Streets, Sanitation and Parks.
  • Utilize fleet management software capable tracking the city’s rolling fleet.
  • Schedule regular and emergency service on all equipment.
  • Institute and manage a preventative maintenance program for equipment.
  • Manage and coordinate all purchasing and inventory control for the fleet of the City of Riverton.
  • Assist mechanics in the performance of mechanical duties as necessary.
  • Coordinate equipment usage between multiple departments.
  • Assist Operations Division Manager and department heads in budgeting and long range capital planning.
  • Recommend purchases to respective departments.
  • Perform warranty/recall tracking, title management and licensing.
  • Assume primary responsibility for all aspects of the collection and disposal of solid waste, green waste, and recyclable materials.
  • Oversee the implementation of collection routes and, when necessary, analyze and propose changes that increase efficiency and maintain high levels of service delivery.
  • Understand the operations of Fremont County Solid Waste Disposal District and other stakeholders associated with the processing and disposal of solid waste, green waste, and recyclable materials.
  • Working closely with the Fremont County Emergency Management program, will represent the City of Riverton to establish Emergency Actions Plans for the City, in concert with Fremont County, updating plans annually as needed.
  • Conduct risk assessments to help determine potential emergencies that could impact the City of Riverton and develop plans to help mitigate the impact of emergencies in the city.
  • Develop and administer the Entry-Level Driver Training program for employees of the City of Riverton who require a commercial driver’s license in the performance of their duties.
  • Operate equipment as required, train personnel in the operation of machinery, in methods and approaches to assigned tasks; assist in setting priorities to deal with emergencies and unanticipated needs.
  • Schedule training for mechanics and equipment operators.
  • Assign work priorities to subordinates; assign and/or approves procedures and work methods.
  • Ensure supervised personnel comply with applicable safety and occupational health standards; maintain discipline, conduct and appearance of personnel; direct custodial maintenance duties as required.
  • Evaluate work performance and counsel employees as required to improve performance.
  • Responds to emergency calls.
  • Deal with the public and respond to requests and/or complaints on matters regarding refuse collection and disposal, recycling operations, green waste collection and disposal, and any other matters as may be directed.
  • Oversee and manage skilled, semi-skilled, and unskilled personnel related to fleet, sanitation, green waste, and recycling functions.
