About The Position

We are seeking an experienced Flagging Foreman for our Summit Flagging division! The Flagging Foreman is responsible for supervising the work of all site operatives, ensuring that all work is delivered safely and on time. This position is primarily a hands-on role and is responsible for all communications with their specific crew members and management team. The Summit Flagging Foreman is responsible for overseeing daily field operations, ensuring crews are properly staffed, equipped, and compliant with all safety and regulatory requirements. This position serves as a liaison between field personnel, project management, customers, and company leadership while promoting a positive work environment and maintaining the Company's standards for safety, quality, and customer service.

Requirements

Previous traffic control, flagging, construction, or supervisory experience required.
Strong leadership skills with a demonstrated ability to lead teams, promote accountability, and foster a positive work culture.
Excellent verbal and written communication skills.
Ability to work independently, exercise sound judgment, and take initiative.
Thorough understanding of equipment utilization, manpower planning, and project site operations.
Working knowledge of PennDOT Temporary Traffic Control (TTC) Guidelines and applicable traffic control regulations.
Knowledge of OSHA regulations, and construction industry best practices.
Strong organizational and time management skills.
Proficiency with computers and common business software, including Microsoft Office, email applications, BambooHR, and Foundation software.
Ability to obtain and maintain a DOT physical certification for company vehicle operation.

Responsibilities

Submit daily attendance reports to the office each morning.
Ensure crews arrive at job sites with all required equipment, materials, and documentation.
Attend and participate in at least one daily morning safety huddle.
Take and upload job site photographs to the Foundation system.
Visit active job sites regularly and coordinate employee break coverage.
Monitor field conditions and provide operational feedback to management.
Collect, review, and return all required crew paperwork to the office.
Assist the Project Manager/Superintendent with daily scheduling of personnel and equipment.
Monitor and enforce all safety requirements, including proper use of personal protective equipment (PPE).
Ensure daily maintenance inspections and equipment tickets are completed for all company equipment.
Enforce compliance with OSHA regulations and PennDOT Publication 213 requirements.
Maintain company vehicles, equipment, tools, and other property in a clean, organized, and serviceable condition.
Promote and model the Company's mission, values, and culture.
Maintain compliance with all company policies, procedures, and standards.
Gather feedback from customers and site owners to promote customer satisfaction and continuous improvement.
Respond to customer concerns and emergency operational situations.
Participate in a rotating on-call schedule and coordinate crew dispatch for emergency response work.
Ensure weekly inventory reports are completed accurately and submitted on time.
Ensure all accident, incident, and near-miss reports are completed promptly, accurately, and submitted to the Safety Department as required.
Evaluate larger-scale projects and identify operational, staffing, and equipment needs.
Address employee performance concerns through coaching, corrective action, and appropriate documentation.
Provide regular feedback regarding employee performance and development.
Partner with Human Resources to address employee relations and performance issues.
Conduct performance evaluations and provide recommendations regarding promotions and advancement opportunities.
Perform other duties as assigned.
