About The Position

The essential function of the position is to perform moderately complex to complex clerical and technical functions involved in performing County property control procedures with respect to asset management, inventory control, and surplus processes. This position’s primary focus is implementing the County’s Surplus Policy and processing County assets from identifying surplus items to getting items classified as surplus to disposing items using the most appropriate means and methods. The position is also responsible for assisting with purchasing functions, providing responsible clerical and/or administrative assistance to supervisor, and performing related tasks as assigned. The position works under general supervision, independently developing work methods and sequences.

Requirements

  • High school diploma or accredited equivalency diploma.
  • Three (3) years of experience in property control methods including receiving, storing and issuing supplies, maintaining inventory and stock control records or an equivalent combination of education, training, and experience that would reasonably be expected to perform the job-related duties.
  • Must possess a valid State of Florida driver’s license.
  • Working knowledge of property control, inventory procedures.
  • Working knowledge of rules, regulations, and law governing procedures for disposal of surplus property.
  • Working knowledge of necessary documentation for selling, transferring, or disposing surplus
  • Working knowledge of the functions, services, procedures and regulations of the unit or department to which assigned.
  • Working knowledge of purchasing, storekeeping, and property control practices.
  • Skill in performing mathematical calculations and applying property and inventory control practices.
  • Ability to maintain records of equipment, purchases and surplus property.
  • Ability to maintain a database to verify proper identification of property and equipment as well as proper record keeping for sales of surplus inventory/assets.
  • Must have knowledge of purchasing methods and procedures and of the laws, rules, and regulations within the county and state governing the ethical purchase of commodities and services.
  • Direct customer service to both county employees and the public.
  • Must be able to communicate clearly and courteously to assist others.
  • Ability to build and manage effective and cooperative working relationships with other departments, employees, suppliers and other public agencies.
  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns.
  • Requires knowledge of the field of assignment, sufficient to perform thoroughly and accurately the responsibility illustrated by the above job duties.
  • Requires the knowledge of the functions, operations and structure of county government.
  • Ability to learn, interpret, and apply local ordinances and resolutions.
  • Ability to use a computer to input, access, and retrieve information.
  • Ability to work efficiently, accurately, and independently in an atmosphere of frequent interruption.
  • Knowledge of modern office methods and procedures, filing, telephone techniques, and office equipment, as well as English usage, spelling, grammar, and punctuation.

Responsibilities

  • Facilitates the entire process of identifying likely surplus to disposing surplus using the most appropriate methods.
  • Facilitates the process of disposing and transferring surplus property, including ensuring proper paperwork and necessary documentation is prepared, processed, and transferred.
  • Coordinates all facets of surplus sales including auction process.
  • Conducts physical inventory of capital and/or non-capital and fixed assets inventory and coordinates with Departments to ensure property is accounted for.
  • Assists with the purchase of various commodities and services.
  • Conducts research for product specifications, vendor information and statutory requirements.
  • Detailed inspection/reading/editing and verifying documents.
  • Prioritize and analyze data.
  • Reviews local government agency, state and national contracts/agreements
  • Maintains files and records.
  • Organizes and maintains accurate and timely records of all documentation.
  • Provides additional support of Central Stores Warehouse operations.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.
