About The Position

Under general supervision of the Health and Human Services Director, this position supervises staff, develops and plans programs, provides fiscal management, provides staff development, assures program quality, administers software systems, and directs the day-to-day operations of the Fiscal Unit. The Fiscal Supervisor manages and maintains the general ledger for the Health and Human Services (HHS) portion of the overall County budget. This position ensures proper financial management of the HHS program, tracks expenditures, maintains compliance with grant guidelines and accurately reports financial data to the state and federal government.

Requirements

Valid Minnesota Driver’s License
Four-year (4) degree in accounting, billing, or a related field
Three (3) years of experience
Ability to listen, comprehend, and effectively communicate information both written and orally to all individuals
Ability to prepare clear, concise and comprehensive correspondence and reports
Ability to analyze problems, troubleshoot issues and offer and implement solutions based on research, analysis, experience, and judgment
Ability to establish and maintain effective working relationships with clients, service providers, staff, law enforcement agencies, court officials, federal agency representatives, medical facilities, and the public
Ability to apply discretion, judgment, and organizational skills to a variety of projects, assignments, and situations
Ability to administer and oversee a program
Ability to develop and implement policies and procedures
Ability to make critical observations while under stressful circumstances
Ability to work independently
Ability to prepare and administer a budget
Ability to interpret statutes, rules, policies, and statistical data
Ability to make mathematical computations with and without mechanical assistance
Knowledge of budget process sufficient to manage and monitor fiscal allocations and contracts with community service providers
Knowledge of local government organizations and county operations to facilitate work and interactions across functions
Knowledge of record retention schedule principles
Knowledge of and ability to use computer software sufficient for departmental operations
Knowledge of applicable State, Federal, and local laws, rules, and regulations
Knowledge of supervisory principles and practices

Responsibilities

Supervises staff, including making recommendations for hire, transfer, and/or promotion, assigning and directing work, evaluating performance, providing feedback, recommending disciplinary actions, and performance improvement measures.
Coaches, mentors, trains, leads, and advises department staff.
Approves timecards and plans and coordinates time off and schedules to ensure quality customer service.
Interprets personnel rules and ensures staff accountability to policies and procedures.
Facilitates staff meetings.
Manages the Health and Human Services fiscal accounting functions.
Maintains Health and Human Services general ledger and financial reports.
Conducts review of fiscal records, and provides analysis of fiscal reports and activity.
Prepares Health and Human Services financial and statistical reports.
Prepares statistical information and assists in the preparation and completion of the Health and Human Services budget.
Monitors expenditures and revenues, analyzes trends and recommends actions on accounting and budget issues.
Manages, evaluates and monitors accounting entry transactions, reconciliations, collections, recoveries, and processing of payables and receivables for all Health and Human Services programs.
Authorizes area expenditures.
Reviews and recommends budget modifications as necessary.
Prepares and oversees financial information regarding grant management, provides oversight and ensures compliance with Federal, State and local laws, regulations and/or standards.
Assists with and reconciles the county Financial Audit for Health and Human Services.
Reviews and interprets policies and procedures from state oversight agencies, provides recommendations to HHS Administration for policy and procedure adjustments, and develops effective workflow processes to improve operational efficiency.
Coordinates with various units to track and update grant budgets.
Manages deadlines and adheres to fiscal regulations for Federal and State operated grants to ensure funds are used appropriately.
