About The Position

This position serves as a Fiscal Specialist within the Vice President for Budget and Finance/Fiscal Management Office/Fiscal Services at the Manoa Campus. The role involves supporting the University's Financial System, with responsibilities varying based on Pay Band A or Pay Band B. Duties include system analysis, testing, problem resolution, policy adherence, documentation development, user support, and special studies. Pay Band B also includes planning, organizing, directing, and coordinating the development, implementation, and maintenance of Kuali Financial System (KFS) components, as well as performing fiscal functions for the Fiscal Services unit.

Requirements

  • Possession of a baccalaureate degree in accounting, business administration, management information systems, public administration or related field and 1 year of progressively responsible professional experience with responsibilities for accounting/fiscal operations (Pay Band A); or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Possession of a baccalaureate degree in accounting, business administration, finance or related field and 3 years of progressively responsible professional experience with responsibilities for accounting and/or fiscal operations (Pay Band B); or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Functional knowledge of principles, practices, and techniques in the area of accounting and/or financial systems demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with governmental or financial accounting.
  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of accounting and/or financial systems.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • Considerable working knowledge of principles, practices and techniques in the area of accounting and/or fiscal operations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies (Pay Band B).
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with accounting and/or fiscal operations (Pay Band B).
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner (Pay Band B).
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials (Pay Band B).
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations (Pay Band B).
  • Basic accounting, business and reporting knowledge and concepts.
  • Demonstrated ability to develop training materials and conduct training to programs and other related staff.
  • Ability to work a variable work schedule and work outside normally scheduled work hours, including day, night, weekend, and/or holiday hours, as directed (Pay Band B).

  • Working knowledge of University of Hawaii Administrative Policies and Operational Procedures and State of Hawaii Revised Statutes (Pay Band B).
  • Considerable working knowledge of higher education or governmental fund accounting information systems, such as FMIS, IA FRS, AMS CUFS, Oracle Financials, PeopleSoft Financials, Kuali Financial Systems (Pay Band B).

Responsibilities

  • Serves as the functional analyst for the University’s Financial System (KFS) with a broad range of responsibilities to appropriately support the systemwide application.
  • Conducts initial testing and coordinates complete and final testing with responsible central offices.
  • Performs analysis, recommends solutions, coordinates with users and responsible central offices for resolution problems.
  • Recommends changes to work flow and internal processing in the responsible central office as it relates to utilization of the financial system.
  • Ensures that the processes and procedures are consistent with applicable Federal and State laws, rules, regulations, University policies and procedures, accounting principles, internal controls and appropriate business practices.
  • Develops work plans and timetables for project management.
  • Develops KFS procedures and detailed KFS User Guides to document system features.
  • Develops user documentation, frequently asked questions (FAQs), and/or training material and assists with training either on-site or centrally.
  • Provides user support on KFS related questions.
  • Assists with special studies and analyses in various areas of fiscal services and financial management.
  • Analyzes Kuali Financials releases for applicability, impact and implementation at UH.
  • Assists with developing reports and/or queries using business intelligence or reporting software such as Jasper Reports, iDashboards, etc.
  • Organizes and coordinates required activities with applicable systemwide Directors of Financial Management operations responsible for KFS component.
  • Communicates with a wide range of systemwide personnel (e.g. Directors, Fiscal Authorities, fiscal staff, central staff) to document issues and concerns.
  • Plans, organizes, directs, controls and coordinates the development, implementation and maintenance of components of the Kuali Financial System (KFS).
  • Coordinates security changes on user profiles for system access.
  • Performs fiscal functions for the Fiscal Services unit including purchasing, inventory, work orders, telecommunication requests, etc.
  • Develops system specifications and coordinates system development and program modifications with technical staff to implement approved project direction.
  • Develops and updates University Administrative Procedure Manual instructions and User Guides as required, relating to the KFS system administration, in coordination with the responsible central offices.
  • Coordinates and maintains tables, parameters and work flow configuration in KFS.
  • Participates in the Kuali related committees for KFS which may include travel to annual workshops and conferences.
  • Assists senior specialists in the performance of detailed and routine work or performs or assists with reviews and analyses to provide information.
