About The Position

DSHS FTAA Fiscal Specialist 1 Accurate pay starts with strong systems and the people who keep them running. Join DSHS's Finance, Technology, and Analytics Administration (FTAA) as a Fiscal Specialist 1 within the Consolidated Business Services (CBS1) office, located in Spokane. In this role, you will support the payroll office by managing time and attendance records with care and precision. The work moves on tight deadlines and requires strong focus. You will review, enter and check information in the statewide Human Resource Management System, making sure everything lines up with state rules and agency policy. Please note: This position works on-site for approximately 2 months. After the training period, staff will be allowed to telework up to 4 days/week with a written telework agreement.

Requirements

  • Three years of fiscal record-keeping experience.
  • An equivalent combination of education and experience totaling three or more years.
  • Payroll accuracy: Reviews and processes time and attendance data with precision to ensure correct pay.
  • Policy application: Interprets and applies collective bargaining agreements, agency policy and state and federal rules in daily work.
  • Accounting knowledge: Apply basic accounting practices to accurately process and review payroll and fiscal data.
  • Analytical thinking: Identify discrepancies, assess information, and make sound decisions to resolve issues.
  • Data processing skills: Manage large volumes of payroll and fiscal data with consistency and precision.
  • Time management: Prioritize competing tasks and meet strict payroll and reporting deadlines.
  • Communication: Clearly explain processes and provide guidance to staff and managers at all levels.
  • Technical aptitude: Use systems such as HRMS, Leave Tracker, and Microsoft Office tools to complete work.
  • Confidentiality and professionalism: Handle sensitive information appropriately while maintaining reliability and strong attendance.

Responsibilities

  • Process time and attendance records for staff using the statewide Human Resource Management System.
  • Review and enter payroll source documents with accuracy and attention to detail.
  • Apply policies, rules, and procedures to ensure compliance with payroll and leave requirements.
  • Provide guidance and technical assistance to managers and staff on time reporting and leave processes.
  • Investigate issues, respond to inquiries, and resolve payroll or attendance discrepancies.
  • Monitor leave balances and eligibility for various leave programs.
  • Perform other duties as assigned.
