About The Position

Position Title: Fiscal Health Analyst Classification: Fiscal Analyst 1 Salary: $4,409 - $6,736 ($4715 - $7,026 NON-PERS) Note: Effective Jan. 1, 2026, the compensation plan for this position will be adjusted to reflect a 2.5% Cost-of-Living Adjustment (COLA) of 1/1/2026. The salary listed in this posting does not reflect the COLA. We are seeking a Fiscal Health Analyst to join our Office of Finance and Information Technology at the Oregon Department of Education. This position is limited duration pending permanent funding approval. The limited duration end date will be 06/30/2027 or once funding is approved. This position may be extended if permanent funding is not approved prior to the end date and is represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. The Office of Finance and Information Technology (OFIT) provide timely and reliable fiscal, administrative, and information technology services. This work is designed to ensure that all agency services adhere to applicable laws and regulations while seeking solutions focused on the needs of Oregon’s children. OFIT contributes to an infrastructure that allows ODE staff to focus on the core mission of leadership, accountability, and school improvement. OFIT consists of seven Units for Financial Services, Budget Services, Business Services, Procurement Services, School Finance and Facilities, Fiscal Transparency and Information Technology. Collectively, the office covers a full range of business services that are provided to support agency staff and external partners. Through these different Units, the mail is processed, bills are paid, contracts are developed and executed, the agency budget is developed, funds are managed and distributed to local schools districts, and ESDs, school buildings are monitored to ensure the safety of our children, information technology and project management support is given to both internal and external customers, technology solutions are developed, enhanced, and managed; and agency facilities/space issues are addressed. OFIT acts as reliable customer service partners for the rest of the agency to meet the business needs and objectives of our mission What You Will Do! Provide analytical, research, and data support to the Fiscal Transparency Unit’s statewide fiscal health and early-warning program. This position helps monitor and assess the financial condition of Oregon school districts and ESDs using fiscal health indicators, financial reporting data, and related metrics. This role offers a unique opportunity to build a strong foundation in public-sector finance while contributing to work that has real, visible impact. As a Financial Analyst I, you will gain hands-on experience with core governmental accounting and financial reporting processes, learn how large and complex organizations manage public funds, and see how financial data supports transparency, accountability, and informed decision-making.

Requirements

  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).
  • three years experience in management, policy or program analysis, or technical-level budgetary support activities.
  • Minimum qualifications must be met to qualify for this position.

Responsibilities

  • Conduct structured analysis of district financial data.
  • Support fiscal health dashboards and workflows.
  • Identify anomalies or early-warning indicators.
  • Assist in preparing district fiscal profiles.
  • Support the fiscal health and PBAM implementation workstreams
  • Review monthly and annual financial submissions from school districts to ensure completeness, accuracy, and adherence to state reporting requirements.
  • Monitor district financial performance by updating fiscal health dashboards and assisting with monthly refresh cycles
  • Conduct baseline analysis for district fiscal health profiles, including trend analysis, year-over-year comparisons, and expenditure composition
  • Perform routine quality checks on district submissions, including cross-validation with annual audit reports, budget documents, and historical data.
