About The Position

This is a full-time, permanent position classified as a Fiscal Analyst 2 and represented by the American Federation of State, County, and Municipal Employees (AFSCME). This position serves as the primary budget analyst for the agency, providing essential fiscal support to both the Central Services Manager and the Agency Director. You’ll be responsible for budget development, monitoring, forecasting, and financial reporting that directly supports the agency’s strategic goals and operational success. You’ll have the opportunity to work closely with leadership, contribute to high-impact decisions, and help shape the financial future of our organization. While our preference is to hire at the Fiscal Analyst 2 level, we will give serious consideration to candidates who meet the Fiscal Analyst 1 qualifications and demonstrate the potential to grow. This would then be considered a promotion into the higher classification within two years, contingent on meeting the required qualifications and demonstrating satisfactory performance. Requirements

  • Fiscal Analyst 2: Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
  • Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.
  • Fiscal Analyst 1 (Underfill): A bachelor's degree in business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree). OR, three years’ experience in management, policy or program analysis, or technical-level budgetary support activities.

Responsibilities

  • Lead the development and monitoring of the agency’s biennial budget.
  • Prepare financial forecasts, reports, and analysis for executive leadership.
  • Ensure compliance with state financial policies and procedures.
  • Collaborate with program managers to support fiscal planning and decision-making.
  • Serve as a liaison with the Department of Administrative Services and other stakeholders.
  • Support procurement, contracts, and grant management as needed.
