About The Position

The Fiscal Analyst plays a vital role in supporting the City’s fiscal team responsible for overseeing critical financial processes and ensuring accurate financial reporting and compliance. These positions will manage accounts receivable, account reconciliations, journal entries, interfund transfers, accounts payable, vendor relationships, and purchasing cards (P-cards), while ensuring compliance with tax regulations, including excise and leasehold tax reporting and 1099 form processing. The Fiscal Analyst plays an important role in maintaining financial integrity, supporting the fiscal team, and helping ensure the city’s financial operations run efficiently and effectively.

Requirements

Bachelor’s degree in accounting, government finance or closely related field AND 2 years of progressively responsible experience in accounting OR a combination of education, training and experience which would provide the required skills, knowledge and ability to perform the job as determined by the department.
Good interpersonal and customer service skills to courteously deal with and to establish and maintain effective working relationships with co-workers, other City employees, vendors, local agencies and providers, and the public.
Work in a multi-task environment, be detailed-oriented, able to organize duties and set priorities to meet deadlines.
Communicate in a professional business-like manner, both orally and in writing.

Responsibilities

Administer and assist with department functions including management of the accounts payable process, operating related accounting systems and preparing financial data for integration to the city’s general ledger in accordance with Washington State BARS requirements and city policies.
Maintain and manage vendor relationships, including onboarding, communication, issue resolution, and compliance with procurement guidelines.
Manage P-card usage, including reconciliation, tracking, and policy compliance.
Oversee the generation and distribution of vendor 1099 forms, ensuring compliance with IRS reporting standards.
Compile and submit monthly and quarterly filings with the Washington State Department of Revenue, as well as annual accounts payable-related filings with the Internal Revenue Service.
Administer and assist with department functions, including management of the accounts receivable process, ensuring timely billing, collections, and reporting of outstanding balances, operating related accounting systems, and preparing financial data for integration to the city’s general ledger in accordance with Washington State BARS requirements and city policies.
Responsible for support of monthly bank reconciliations, ensuring that cash balances and transactions are accurate and in compliance with accounting standards.
Analyze and reconcile a variety of financial processes including interfund transfers and other journal entries, using correct revenue, expenditure, and balance sheet account coding in accordance with Washington State BARS requirements and city policies.
Develop, update, and maintain SOPs and accounting manuals to reflect current practices and continually improve process efficiency.
Play a key role in preparing the city’s Annual Comprehensive Financial Report, contributing to year-end close and reporting tasks as directed.
Oversee records management, ensuring documentation is accurate, complete, and audit ready.
Act as a backup to other fiscal staff, supporting continuity of service during absences or peak workload periods.
Perform other duties as assigned to support the Finance Department and city operations.
