About The Position

The Iowa Vocational Rehabilitation Services (IVRS) Team at Iowa Workforce Development is accepting applications for a full-time Fiscal Analyst role in our Iowa WORKS offices. Domicile will be determined based on the hired candidate’s location at one of our Iowa Works centers.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
  • The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

Responsibilities

  • Serves as chief fiscal officer for IVRS, providing consultation and guidance to IVRS leadership.
  • In collaboration with the IVRS Administrator and Deputy Administrator, develop a comprehensive fiscal services strategy that emphasizes the importance of fiscal workflow processes and supports the non-delegable responsibilities of IVRS, as implemented by the Federal government.
  • Partner with leaders at all levels to drive implementation of fiscal approval model without service delivery disruption.
  • Ensure fiscal services offer both short-term and long-term value.
  • Serve as an extension of the IVRS Administrator in final decisions related to expenses.
  • Represent IVRS at events hosted by RSA, CSAVR, and other vocational rehabilitation-related organizations.
  • In partnership with other state agencies, ensure the success of IVRS nationally.
  • Assist financial staff in reconciling expenses between the IVRS financial management system and the state accounting system.
  • Act as a financial monitor or project leader of projects which impact agency operations, including monitoring all expenses, shared-cost bills, and approve in the state accounting system.
  • Oversee required training of IVRS staff.
  • Develops, interprets, and leads communication on financial policies, procedures, and internal controls related to financial management.
  • Review and analyze information and provide suggestions to staff
  • Collaborates with the IVRS Policy/Quality Improvement team to assure policy and procedures meet the fiscal needs of the division.
  • Manage the process for SSA TTW (i.e. assessments, meetings) and Administration (RSA) fiscal unit to stay apprised of federal reporting requirements, specifications, and compliance.
  • Represent the division on federal and state fiscal work groups.
  • Compile, analyze, and synthesize fiscal information for anomalies, inaccuracies, etc. and work with staff across divisions for corrections.
  • Conduct internal financial audits and evaluations, coordinating the quality improvement process for fiscal expenditures.
  • Other duties as assigned.
