About The Position

This is a Full-Time Fire/Life Safety (FLS) Inspector and Emergency Management Coordinator position within the dss+ Transportation team, specializing in risk-based system safety, security, emergency management, and fire/life safety consulting. The role will primarily support the Bay Area Rapid Transit (BART) system client, acting as an extension of the BART Department for Fire Life Safety team. The position involves local travel within the Bay Area.

Requirements

• 5+ years relevant experience.
• A bachelor’s degree in a related field (a substitution of additional relevant experience or certifications may be considered on a case-by-case basis).
• Documented experience, knowledge, training and/or certifications supporting FLS facility inspections and planning/scheduling/supporting emergency management activities and/or FLS programs similar to those required by BART.
• Knowledge of the Bay Area jurisdictions BART operates in.
• Experience planning, scheduling and supporting all aspects of emergency management and response functions.
• Experience working positively with local first responders and agencies in the Bay Area.
• General knowledge in other skills related to FLS and Emergency Management (i.e., System Safety, Risk Management, Systems Security, Construction, Operations, etc.).
• Basic computer skills mandatory (Microsoft Suite, Outlook, Sharepoint, etc.).
• Excellent organizational skills especially related to scheduling, coordinating, documenting findings/minutes, contract/project management.
• Must be able to work well in a team environment but also have self confidence in your abilities to be productive alone.
• Job may require visits to active construction work sites, maintenance facilities, rail yards, tracks/right of way, etc. that involves walking on uneven surfaces and climbing stairs.
• Must be able to drive and be comfortable working from different locations within the Bay Area.
• Must be a U.S. Citizen and be able to pass a both a dss + and BART Security background investigation.

Responsibilities

• Assist BART Department of FLS with managing day-to-day facility inspection tasks.
• Coordinate with BART and Local Jurisdictional Fire and Emergency Response departments/agencies to support FLS initiatives, including emergency management and response efforts, investigations, inspections, drills/exercises, and meetings.
• Support emergency preparedness and response activities, including coordinating, scheduling, organizing, participating in, and recording action items/minutes/findings of emergency management activities.
• Support Fire/Life Safety committees, meetings, and reviews with all applicable stakeholders.
• Participate in fire/accident/incident investigations to help determine probable cause(s), prepare reports, and track identified non-conformance issues until closure.
• Support development, update, and review of FLS and emergency response policies as it pertains to the BART system.
• Support contract/task management activities as they relate to the Department of FLS.
• Support coordination and scheduling of FLS inspections and assessments of BART facilities, equipment, and systems.
• Support the resolution of inspection/assessment findings of BART’s Administrative Buildings, Stations, Parking Structures, Traction Power Substations, Storage Buildings, Maintenance Facilities, and Trainways.
• Oversee the documentation and administration of FLS findings and non-conformances and Corrective Action Plans (CAPs) through the use of the BART Safety Management System (SMS).
• Provide training to BART staff and local first responders on emergency response operations, hazards, discrepancies, mitigations, inspection procedures, and best practices.
• Support development of emergency management-related training program/curricula targeted at BART Stakeholders.
• Provide classroom, virtual or On the Job (OTJ) training to BART staff and/or first responders servicing BART, educating participants on BART’s emergency response systems, operations, hazards, and effective response strategies to a transit FLS event.
