About The Position

Zolon TTS, LLC is the prime contractor supporting the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Ranges, Engineering and Analysis Department (Code 70), delivering full-spectrum undersea test and evaluation (T&E) and fleet training capabilities across a portfolio of programs and service cost centers. This role provides business services in program management, financial management, and office management in support of Code 70's mission, working across Navy Enterprise Resource Planning (ERP), Enterprise Data Capabilities (EDC), and related NUWCDIVNPT financial and program systems.

Requirements

Bachelor's degree or higher in Business, Finance, Accounting, or a related field from an accredited institution.
Five (5) years of demonstrated experience with Navy Enterprise Resource Planning (Navy ERP) for financial management, data analysis, and reporting activities.
One (1) year of experience using EDC (Enterprise Data Collection) or AFDA (Automated Funding Document Acceptance) systems for financial documentation and funding management.
Three (3) years of professional experience in Financial Analysis, including financial reporting, expenditure tracking, and budget analysis.
Three (3) years of experience working with Enterprise Resource Planning (ERP) systems to manage financial data, transactions, and reporting processes.

Responsibilities

Generate Draft Project Management Plans using Government Furnished Information (GFI), data collected from Government-provided systems, and end-user interviews, including funding profiles, budget-to-objective analyses, and cost documentation summaries.
Enter and update project planning data into NUWCDIVNPT Financial Information Systems and the Code 70 Document SharePoint, including Workload Acceptance and Assignment Process (WAAP) packages, tracking, and status reporting.
Prepare monthly Quarterly Execution Review (QER) reports comparing planned versus actual project funding execution, identify root causes of variances exceeding ten percent, and compile quarterly QER reports inclusive of Earned Value Management (EVM) analysis.
Prepare and submit Warfare Center (WFC) Technical Capability Health Assessment (TCHA) workbooks and comparative analyses, including variance analysis against historical funding and work-year levels.
Generate and update Task Planning Sheets (TPS) in the NAVSEA Enterprise Planning System (NEPS) and, where applicable, the Budget Estimating System Tool (BEST), and track TPS through Government approval.
Respond to project data calls by collecting information and delivering documentation in the format and system specified in the data call.
Analyze Sponsor Project Objectives, Requirements, and Events to identify and report on Program Event Schedule Analyses when financial issues affecting program events are identified.
Develop and maintain Project Structures and associated financial data attributes within NUWCDIVNPT Financial Information Systems and prepare summary reports for Government review and revision.
Conduct scenario-based financial impact analyses during Government shutdowns or Continuing Resolutions (CR) and recommend appropriate courses of action to mitigate project and program funding risks.
Manage funding document processing and acceptance through the Automated Funding Document Acceptance (AFDA) system, including monitoring, tracking approvals, and coordinating with Government reviewers and stakeholders.
Initiate and track funding agreements such as CRADA, GT&C, and Work for Private Parties, ensuring coordination among sponsors, Government personnel, and program teams.
Prepare Monthly Expenditure Reports comparing obligations and expenditures against Department of Navy financial benchmarks and identifying available funds for future program requirements.
Perform weekly financial execution monitoring by analyzing financial data to detect erroneous labor charges, cost overruns, and rejected financial inputs, and recommend corrective actions in accordance with NAVSEA and business rules.
Conduct Fiscal Year Close-Out and Start-Up financial analyses, including evaluation of project spend rates, identification of excess funding, and forecasting unobligated balances.
Develop and submit Funding Document Modification Requests to extend usability of funds and ensure compliance with reimbursable authority and carryover targets.
Perform Service Cost Center (SCC) financial management, including preparation of financial analyses, phasing plans, balance projections, and recommendations for break-even operating revenue rates.
Investigate and perform financial root cause analysis related to unliquidated obligations, dormant accounts, erroneous financial postings, and suspense records, and recommend corrective actions.
Research and resolve financial transaction and funding document inquiries in ERP/EDC systems, including de-obligation requests, funding document closeouts, and carryover status reporting.
Review and validate purchase requisitions and financial documentation to ensure alignment with project budgets and financial plans and respond to department-wide financial data calls with analysis and recommendations.
