About The Position

The Financial Support Officer is a senior supervisor who manages the health department’s financial systems, daily accounting, and fiscal reporting. Reporting to the Senior Support Officer, this role advises leadership on budget efficiency, policy, and rules. This person ensures public funds are handled correctly by following GASB, GAAP, as well as local, state, and federal laws.

Requirements

  • Bachelor’s degree in accounting, finance, business management, or a related field, with substantial coursework in accounting.
  • Six years of progressively responsible professional accounting or financial management experience.
  • Experience preparing and monitoring complex budgets.
  • Experience with financial reporting.
  • Experience supervising professional or administrative staff.
  • Experience developing or implementing financial policies and controls.
  • At least 2 years of supervisory or management experience.
  • Knowledge of fund accounting and financial reporting under GAAP and GASB rules.
  • Understanding of Utah code, federal grant rules, and laws governing health department finances.
  • Ability to learn and use Google Workspace, Microsoft Excel, Microsoft Dynamics Business Central (ERP) and DocLink (document management).
  • Ability to review data trends, find financial errors, forecast budgets, and present reports to leadership.
  • Ability to explain complex financial data through clear written policies and verbal updates.
  • Must possess or be able to obtain a valid Driver License at the time of employment.
  • Must pass a criminal and financial background check as well as drug screening test prior to employment.

Responsibilities

  • Manage bi-weekly payroll using Greenshades, ensuring accuracy of benefits, deductions, and taxes.
  • Handle banking tasks, including direct deposit (ACH) files, check runs, and recording payments.
  • Process and check contributions for Health Equity (HSA) and Utah Retirement Systems (URS).
  • Prepare and file quarterly federal (Form 941) and state tax returns, and send out annual W-2 and 1099 forms.
  • Prepare journal entries and perform monthly bank reconciliations.
  • Manage month-end and year-end closing processes.
  • Perform cost allocations.
  • Study spending and revenue trends to assist in building the annual budget.
  • Meet with Service Area Leads to review spending, identify budget errors, and ensure programs remain on track.
  • Utilize Microsoft Dynamics Business Central for accounting, Greenshades for payroll, and DocLink for digital approvals.
  • Track and submit monthly bills and reports for state and federal grants and other contracts.
  • Hire, train, and supervise billing and purchasing staff, including reviewing their work and addressing performance issues.
  • Create and enforce financial rules and procedures to ensure clarity and honesty in department operations.
  • Serve as a member of the department leadership team.
  • Attend recurring Business Manager meetings with peers from local health departments in Utah.
  • Act as the primary contact for audits, preparing necessary documents and resolving any audit-related issues.
