About The Position

The City of Richmond is seeking a Financial Regulatory Specialist, Senior. Incumbents may serve as lead worker, assigning work and monitoring work completion. Incumbent will provide assessment and collection of individual, real estate and personal property, operational and financial oversight of property taxes for the City. Incumbents provide a variety of tasks, related to City and State tax law violations. Incumbents may also perform in-depth and complex investigations involving fraud or other financial criminal activity against the City. Incumbents provide standard information, customer service, and internal evaluation, analysis to resolve tax account transactions. As assigned, the work will include processing tasks following prescribed procedures and instructions. Conducting assessments, consulting with peers, reviewing public records, and legal/court records; communicating with taxpayer’s in-person, telephonically, and via correspondence; calculating tax payments, including delinquent payments; reconciling accounts; performing desk audits; handling payment records, and posting payments; investigating delinquent taxes; preparing reports: and performing various administrative tasks. Duties include but are not limited to Works with business taxes to ensure compliance with City and state tax codes; generates revenue; and prepares order of tax refunds, depending on area of focus. Communicates with taxpayers and compiles information to confirm liability. Negotiates when necessary. Determines best course to collect taxes owed. Assists inspectors. Performs data entry including on business personal property returns; prepares spreadsheets on an as-needed basis. Acts as customer service counter backup on an as-needed basis. Assists with business compliance; determines tax liability, if area of focus. Handles various other assignments for department such as compiling financial/statistical data, testifying in court in tax violation cases, participating in community projects, and dealing with security issues regarding access to states apps.

Requirements

  • Dealing with security issues regarding access to state applications such as DMV, SCC, IRMS, etc.
  • Performing data entry on various topics such as real estate, business, and personal property returns
  • Execution of good customer service as needed
  • Reviewing and examining real estate, business and property filings, books, and records under guidance of City and state codes
  • Using professional judgment in deciding which resources to use during the execution of preparation

  • Two years of paraprofessional account support experience such as investigating delinquent accounts, and calculating payments owed.
  • Valid driver's license with a satisfactory driving record, and a valid Commonwealth of Virginia driver's license within 30 days of hire.

  • Bachelor's degree in business, accounting, or related field is preferred
  • Some positions may require a Firearms Permit and Special Police certification.
