About The Position

IT@JH Administration and Finance is seeking an experienced, temporary Financial Project Manager to coordinate and execute a portfolio of high-priority financial initiatives. The temporary engagement provides additional capacity to reduce execution risk and maintain momentum during a concentrated period of budget redesign, system support, and capital planning. Under the direction of initiative owners and finance leadership, the role supports redesigning the Utilities LLC budget structure, providing financial process and planning support for the Student System replacement, and assisting with facility project planning for the new Research Compute facility. Expected contributions include developing a leadership-ready budget structure, documenting financial workflows, preparing components of a capital budget framework, and producing recurring reporting materials. The role oversees project scope, plans, budgets, timelines, objectives, deliverables, and risk mitigation; monitors progress and outcomes; conducts analysis, benchmarking, and data collection; resolves or escalates barriers; and helps ensure projects proceed. It may oversee project teams and resources, serves as a project decision-maker, communicates with leaders about priorities, risks, issues, and opportunities, and monitors KPIs for senior leadership. The position drafts reports, presentations, spreadsheets, data visualizations, status reports, and other project materials; supports project management methodology and best practices; and may coach and mentor project management practitioners. For the Utilities LLC budget redesign, the position supports review of budget structure, funding alignment between Johns Hopkins University and the Health System, reporting hierarchies, and implementation documentation. It works with finance and operations leadership to document current-state gaps, gather input, develop recommendations, and help standardize budgeting workflows, templates, approval paths, and controls. It may also assist with changes to the Technology User Fee model. For Student System financial support, the role helps develop a financial plan and recurring leadership reporting, analyzes budget allocations, documents financial requirements and open issues, and prepares budget-to-actual reports, variance explanations, and financial summaries. For the Research Compute facility, the position supports financial and construction programming by preparing baseline capital budget materials, documenting funding assumptions and cost estimates, developing cash flow projections, funding schedules, and financial models, and preparing materials for governance or board review. It works with architects, engineers, finance leaders, and other stakeholders to document facility requirements and develop a governance-ready capital budget framework. It also tracks project financials against budget during programming and early design, including gift funding sources. Across all three initiatives, the role coordinates financial methodology and reporting, prepares status updates, decision logs, and leadership summaries, tracks risks, dependencies, and resource needs, and performs work in accordance with financial policies, procurement guidelines, and applicable regulatory requirements. It also assists with change management and stakeholder communications as directed. Success is measured by the quality and timeliness of assigned deliverables, reporting support, variance analysis, workflow documentation, and capital planning materials.
