About The Position

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth. DJJ is seeking a Financial Operations Director. This senior leadership position serves as the lead financial advisor for the agency to provide direction and guidance to all DJJ fiscal management components. The successful incumbent will ensure efficient management of fiscal and financial programs to optimize support and advancement of agency objectives, goals, mission and vision. This position requires significant independence of action.

Requirements

  • Comprehensive knowledge of the principles and practices of accounting and fiscal management, budget planning, cost allocation implementation and monitoring, and program administration, as well as public administration and state government operations.
  • Working knowledge of Federal grant systems, state accounting practices, and General Accepted Accounting Principles.
  • Significant knowledge of automated fiscal / budget system (e.g. spreadsheets, statistical & database software).
  • Experience in analysis of data from Commonwealth fiscal systems such as Cardinal Financials, Cardinal HCM, Performance Budgeting, eVa.
  • Demonstrated ability to supervise the work of others and lead a diverse team; train and counsel staff, to prioritize and manage multiple tasks; to analyze data and present reasonable conclusions; develop and conduct employee training; and to interpret complex accounting/fiscal policies, procedures and programs.
  • Demonstrated ability to oversee payroll transactions, certification, and reporting with extensive working knowledge of Cardinal.
  • Demonstrated work experience in strategic planning, innovation and process improvement, program management and evaluation.
  • Demonstrated ability to work collaboratively and effectively with executive level managers, public officials and political officials.
  • Demonstrated ability to provide expert and effective consultation to internal and external customers through accurate mathematical computations related to accounting/fiscal management and budget oversight, and communicate effectively both orally and in writing to a non-technical audience through presentations, reports and analyses.
  • Progressive experience developing, implementing and communicating policies and procedures.
  • Prior relevant and progressive, supervisory experience in fiscal or administrative setting.

Nice To Haves

  • Prior experience with fiscal administration, general accounting and payroll for a large and complex agency with multiple programs and fund sources.
  • Proven ability to produce actionable financial insights and analysis to support executive level strategic, decision-making in a medium to large-size organization.
  • An equivalent combination of professional level training and experience in finance, business administration, public administration or related field.
  • Demonstrated experience to lead high performing teams, measured by data and performance metrics.
  • Possess industry certification in accounting or finance, such as CPA, CGFM, CMA, or related credentials.

Responsibilities

  • Directs operations of Accounting, Payroll, Budget and Business Offices.
  • Provide fiscal management oversight and serves as the financial advisor for agency operations and special programs.
  • Develops and promulgates agency and unit procedures concerning fiscal management.
  • Provides guidance and leadership to unit staff responsible for financial management and routine functions of their respective work units
  • Serves as direct report and backup on financial matters to the Deputy Director of Administration and Finance as well as agency senior leadership
  • Serve as change agent for process improvement within areas of fiscal responsibility throughout the agency
