About The Position

The Oregon Department of Human Services (ODHS), in partnership with the Oregon Health Authority (OHA), is seeking an Accounting Manager 2 to lead critical receipting operations within the Office of Financial Services (OFS). This is a unique opportunity to bring your governmental accounting expertise, leadership capability, and strategic problem-solving skills to a role where your decisions influence financial integrity, operational continuity, and equitable service delivery across the state. In this role, you will operate at the center of one of the most complex financial environments in Oregon state government, overseeing high-volume financial transactions, ensuring compliance with state and federal regulations, and providing executive-level financial insight that directly impacts programs serving more than one million Oregonians each year. The Accounting Manager 2 serves as a key leader within the Office of Financial Services, providing oversight of statewide receipting operations for ODHS and OHA. This position ensures the accurate, timely, and compliant processing of agency funds while maintaining strong internal controls and alignment with Generally Accepted Accounting Principles (GAAP) and applicable laws and regulations. As part of the OFS leadership team, this position provides executive-level financial leadership and consultation to agency leadership, represents ODHS and OHA in financial policy discussions, supports audit readiness and compliance, and builds strong partnerships with internal and external stakeholders. This role directly impacts the agency’s ability to manage cash flow, maintain financial integrity, meet audit standards, and ensure continuity of services to Oregonians.

Requirements

  • A valid driver’s license and acceptable driving record are required for this position.
  • Six years of supervision, management, or progressively related experience; OR Three years of related experience and a bachelor’s degree in a related field.
  • Demonstrated ability to apply governmental accounting principles and internal controls within complex, highly regulated environments.
  • Experience leading, developing, and managing teams, including coaching staff, managing performance, and fostering an inclusive and accountable work environment.
  • Ability to analyze complex financial data, systems, and processes to inform decision-making and provide clear financial guidance.
  • Proven ability to navigate complex financial and operational challenges, identify solutions, and implement effective outcomes.
  • Experience ensuring compliance with applicable laws, rules, regulations, and audit requirements, and translating policy into practice.
  • Verbal and written communication skills with the ability to convey complex financial information to a variety of audiences.
  • Ability to establish and maintain effective working relationships with departments, agencies, stakeholders, and employees.
  • Experience exercising sound judgment, discretion, and initiative in high-impact decision-making environments.

Responsibilities

  • Develop and implement strategies to enhance customer service, team performance, strategic planning, communication, and process improvement
