About The Position

The Utah Department of Health and Human Services (DHHS) is looking for a Financial Manager I to join our Division of Finance and Administration (DFA). As Financial Manager I, you'll be a key player in our Financial Management team, providing essential guidance and oversight for federal and state funds. This includes ensuring the proper use and accounting of funds, managing grants, and preparing critical reports. You'll need a strong grasp of government accounting principles, GAAP, and the State of Utah's budgeting and financial processes. We're looking for a self-motivated, highly organized, and detail-oriented individual who can quickly learn and use technology to perform complex financial analysis. Excellent written and verbal communication skills, along with a high level of professionalism, are essential.

Requirements

  • Ability to ensure compliance with contract terms, policies and procedures, etc.
  • Ability to use logic to analyze and identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Skill and ability to read, interpret and apply laws, rules, regulations, policies and/or procedures
  • Critical thinking skills.
  • Knowledge of principles, theories and practices of accounting.
  • Knowledge of federal grant management and reporting.
  • Ability to prepare financial reports and documentation.
  • Ability to provide consultation and/or expert advice.
  • Skill and ability to plan, organize and prioritize time and workload to accomplish tasks and meet deadlines.
  • Ability to collaborate and work closely with various business, IT and management teams.
  • Detail oriented and meticulous in their work.

Responsibilities

  • Analyzes, summarizes, and reviews data; reports findings, interprets results, and makes recommendations.
  • Develops or modifies rules, policies, or standards, etc.
  • Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
  • Reviews fiscal operations to ensure integrity, accuracy and control of data.
  • Prepares and manages special fiscal reports, fiscal projects or activities of a highly specialized nature.
  • Assist in the preparation, coordination, and review of responses to internal and external parties.
  • Supervise subordinate personnel.
