About The Position

Montcure, LLC is hiring a Financial Management SME to support an Intelligence Community (IC) client. As the Financial Management SME, you will act as a primary liaison with senior Government stakeholders, addressing financial management concerns, mitigating risks, and advising on strategic solutions aligned with evolving mission needs. Requirements

  • A minimum of a Bachelor’s degree from an accredited university is required, preferably in business management, accounting, or finance.
  • A minimum of five (5) years of demonstrated experience in Federal planning, programming, and budgeting, and financial data analysis.
  • A minimum of five (5) years of demonstrated experience conducting analysis from complex and diverse sources and explaining or identifying issue impacts and alternatives.
  • Deep understanding of Federal financial management principles and the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, including key documents such as the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification Book (CBJB).
  • Excellent reading, writing, analytics, and reporting skills.
  • High level of proficiency with MS Excel and other database/financial management tools.
  • Strong stakeholder engagement and communication skills, with the ability to advise senior Government leaders.
  • Demonstrated dependability and the ability to prioritize support activities in a dynamic mission environment.
  • Active Top Secret/SCI with CI Polygraph or higher clearance required.
  • All candidates must already have the above clearance listed.
  • All candidates must be able to obtain and maintain their current clearance and any clearance level designated by Montcure at any given time, during their employment.

Responsibilities

  • Provide SME-level expertise across PPBE and program/project programming, planning, budgeting, and execution efforts — leveraging program/project management best practices, policy, resource defense, report and document review/editing, acquisition principles and practices, strategic planning, scheduling, and project management.
  • Serve as a trusted advisor to government clients in crafting strategic and communications plans for the delivery of capabilities and services.
  • Act as a primary liaison with Government stakeholders, addressing financial management concerns, mitigating risks, and advising on strategic solutions aligned with evolving mission needs.
  • Conduct analysis from complex and diverse sources and explain or identify issue impacts and alternatives for senior decision-makers.
  • Review, edit, and support development of key PPBE documents, including the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification Book (CBJB).
