About The Position

Apply for the opportunity to join our team dedicated to preserving and protecting Texas waters. The Financial Director is accountable for the day-to-day management of the Finance and Accounting departments. The position oversees the following areas: Accounting & Audit Manager (accounting and payroll); financial analysis and rate modeling, as needed; bond issuance administration, as needed; and administration of Workday procedures and regular updates, as assigned. This position participates, directly and indirectly, in all of the Authority's fiscal functions. The position has considerable independence in methods utilized to complete assignments and specific instruction may or may not be provided. This position must readily adapt to new or changing operating environments, reporting requirements, and internal procedures and practices. This position reports to the CEO (Chief Executive Officer)/GM (General Manager).

Requirements

  • Bachelor's Degree or higher in finance or accounting.
  • Five years of management experience, with a substantial portion in increasingly responsible financial management positions.
  • Experience with governmental accounting with increasing financial responsibilities in municipal, state agency or government authority.
  • Work efficiently individually or as team member or leader performing duties under tight deadlines and timeframes.
  • Possess or obtain CPA and/or GFOA or related certifications.
  • Possess a valid Class "C" Texas Driver's license and meet vehicle insurance carrier requirements for insurability.
  • Demonstrated expertise in budget formulation and implementation.
  • Advanced knowledge of Workday system and it components, requirements and maintenance from a financial and accounting perspective.
  • Demonstrated ability to direct, manage and lead a diverse group of individuals in achieving organizational and operational tasks.
  • Must possess judgment and behaviors to conduct oneself in a manner that represents the Authority well professionally.
  • Must have a thorough understanding of the methods employed by GCA in wastewater management in order to interact with consultants and regulatory agencies.
  • Ability and willingness to travel in the course of business, to work extended hours within and without the formal workplace and to function at all times as a representative of the organization.
  • Ability to read, recognize, analyze and interpret technical journals, financial reports and legal documents. Good communication skills both oral and written.
  • Ability to effectively present information to CEO/GM and Board of Directors.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to organize work, supervise and direct the efforts of subordinate employees.
  • Must possess excellent computer skills, including word processing, spreadsheets, email and database (Workday and Adaptive) software.
  • Working knowledge of GASB and FASB statements and accepted governmental practices including governmental fund accounting.

  • Establish and maintain effective working relationships with co-workers and work collaboratively across departmental functions.
  • Ability to interpret and analyze complex financial and bond transactions.
  • Prepare timely accurate financial statements and reports and analysis.

  • Ability to operate a GCA vehicle safely and legally, as assigned.

Responsibilities

  • Review and assist in functional accounting operation of general ledger, AR/AP, payroll, inventory and asset management, project accounting and other related accounting functions.
  • Provide timely and accurate research and information in response to internal and external inquiries.
  • Function as subject matter expert to CEO/GM, Senior Managers, Facility Managers, and Directors on financial matters, systems, and compliance.
  • Oversee monthly and annual closing process.
  • Oversee the Financial Administrator in the General Ledger reconciliations and depreciation schedules, as well as project allocations for depreciation.
  • Oversee the Accountant responsible for payroll and budget preparation.
  • Oversee the Accounting & Audit Manager in the operation of the accounting and payroll functions which include budgeting, managerial accounting, investments, audits, financial reporting, and banking relations.
  • Oversee and review the internal reporting prepared by Accounting & Audit Manager monthly and otherwise as requested. Revise and reformat, as necessary.
  • Oversee and provide support to for Accounting & Audit Manager both internal and external audits in the periodic review of the company financials; in preparation of ACFR; throughout Audit process; and for compliance with reporting requirements and audit findings.
  • Oversee and review the financial management of the Authority's fleet of vehicles, leased vehicles and compliance with state regulations on public fleets through the Equipment Services Fund.
  • Assist Accounting & Audit Manager with quarterly reporting for Senior Management in preparation for presentation to GCA Board of Directors.
  • Assist the CEO/GM and Senior Management in preliminary recommendation of Auditor, approval by the CEO/GM, and presentation to the GCA Board of Audit Committee.
  • Responsible for the preparation of the General Fund budget, Cost Distributions, and Management Fees to the CEO/GM for approval.
  • Responsible for the authority-wide budget preparation and production of the budget documents.
  • Responsible for the annual reporting with the Senior Management in preparation for presentation to GCA Board of Directors including ACFR (Annual Comprehensive Financial Report), Interim and Annual Reports, and others as requested. Revise, format, and prepare for final publication and presentation to the Board.
  • Provide presentations to the Senior Management and Board, as directed by the CEO/GM.
  • Responsible for coordinating with Central Office Directors and Senior Management to prepare and present General Fund.
  • Responsible for ongoing compliance with arbitrage and continuing disclosure requirements (bond management).
  • Responsible for providing general administrative resources on financial policy and related issues and concerns. Includes reviewing, creating, and updating financial policies as needed.
  • Responsible for the annual review of the investment policy, review of authorized brokers/dealers, and making investment decisions for monies not managed by the outside investment advisor.
  • Responsible for all financial analysis, rate modeling, and financial aspects of customer contracts/participant facility agreements.
  • Evaluate the Authority's financial position and report to the CEO/GM on the organization's financial stability.
  • Perform regular cash flow analysis Authority wide and for individual facilities.
  • Perform a minimum 5-year cash flow analysis for any facilities with outstanding bonds and /or CIP listed in the budget document. Analysis may include life of outstanding bonds.
  • Responsible for overseeing debt management as it relates to operations and capital planning.
  • Responsible for the administration of the Authority's bond programs.
  • Represent the Authority's interest in the issuance of Bonds, including GCA Facility and Industrial Revenue bonds.
  • Coordination of Bond Counsel, Financial Advisor, Underwriters, Trustees, Corporate Representatives, and other related parties, as well as review of bond documents and fee negotiations.
  • Assist the CEO/GM with the development of new bond programs, as needed.
  • Responsible for serving on the Gulf Coast Industrial Development Authority, as needed/appointed.
  • Assist in the preparation of Board Agenda items, attend Board Meetings and make presentations to the Board in areas of responsibility, more specifically related to annual reports (quarterly reports as necessary).
  • Responsible for preparation of annual increase to landfill letter of credit and associated calculations and filings, as needed.
  • Responsible for coordinating with Senior Management, HR Director, Safety Director on financial aspects and impacts of Employee Benefit programs and Risk Management/Insurance programs.
  • Provide administrative support in annual renewals.
  • Provide administrative support in reporting FEMA-related filings working with Accounting Team to collect and confirm needed documentation for reporting to Texas Department of Emergency Management (TDEM) and FEMA; Act as point person for entering required documentation for TDEM and FEMA review and evaluation; Provide required administrative support in reporting TDEM and FEMA related filings.
  • Coordinate with Senior Management, IT and HR in selection and implementation of Workday upgrades and enhancements. Responsible for coordinating administrative, financial and accounting components.
  • Perform accounting, auditing, and other research tasks, as required.
  • Ability to recognize and maintain confidentiality of sensitive information.
  • Perform any related finance and accounting duties, as required.
