About The Position

The Office of Financial Regulation in the Maryland Department of Labor is accepting applications for the position of Financial Depository Examiner Supervisor. This is the supervisory level of financial examination work, specifically in information technology. Examiners in this classification supervise examiners examining information technology programs of banks, credit unions, and trust companies for safety and soundness and compliance with federal and state laws, rules, and regulations to protect the general public and promote integrity and confidence in the financial industries regulated by the agency. Examiners in this classification supervise lower-level financial depository examiners. This is a field examiner position that may, in management's discretion, work remotely in accordance with the MD DOL and agency's telework policies.

Requirements

  • Nine years of experience examining the accounts, records, and business practices of depository financial institutions or in examination, managerial, or professional accounting or auditing work.
  • Possession of a bachelor's degree from an accredited college or university, including or supplemented by a total of 24 credit hours in business administration, finance, economics, law or accounting and five years of experience examining the accounts, records, and business practices of depository financial institutions or in examination, managerial, or professional accounting or auditing work. These credit hours must include a minimum of 6 credit hours in either accounting or auditing.
  • Possession of a certificate as a Certified Public Accountant or a master's degree in business administration or accounting from an accredited college or university for one year of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in logistics specialist classifications or administrative support specialty codes in the financial management or auditing fields of work on a year-for-year basis for the required experience.
  • Information technology regulatory examination experience at a commissioned or supervisor level.

  • Depository regulatory training/classes in information technology.
  • Experience assessing IT controls, cybersecurity, and technology risk in depository financial institutions.
  • Experience planning and conducting IT examinations, documenting findings, and preparing reports with recommendations for depository financial institutions.

Responsibilities

  • Examining the information technology programs of state-chartered banks, trust companies, and credit unions.
  • Assessing and evaluating an institution's information technology infrastructure, including audit, information technology management, support and delivery, and development and acquisition, as well as management information systems, cybersecurity, risk management practices, and compliance with federal and state laws, rules, and regulations.
  • Assigning appropriate examination ratings, supporting and documenting findings, determining conclusions, and providing recommendations and/or corrective actions.
  • Reviewing, evaluating, assessing, and assigning a formal rating to the information technology components reviewed and translating those findings into written comments with recommendations and/or corrective actions.
  • Preparing the Information Technology and Operating Risk Assessment section for inclusion in the Report of Examination, detailing the examination ratings, findings, conclusions, and recommendations.
  • Conducting the assessment and evaluation of the information technology programs on examinations of large state-chartered financial institutions with complex issues, critical problems, and deficiencies and weaknesses; that are under an enforcement action; and/or are part of multi-bank holding companies.
  • Monitoring compliance with policies and procedures, enforcement actions, and applicable federal and state laws, rules, and regulations.
  • Reviewing quarterly data provided by the institution to determine compliance with enforcement actions.
