This position is responsible for providing financial services to both the Ministry of Service Alberta and Red Tape Reduction and Technology and Innovation. Reporting to the Manager, Financial Compliance and Operations, the Financial Coordinator is responsible for financial compliance review related to Concur transactions including Procurement Card and Out-of-Pocket expense. The position is liaising with the Minister's Office, Deputy Minister's Office, and Executive team to provide advice on expense transactions in Concur to ensure compliance with GoA financial policies and directives. This position will also be responsible for conducting pre-accounting officer reviews of expense disclosure and Concur transactions.

Requirements

  • Two-year diploma in a related field plus 2-years related experience
  • Directly related education considered on the basis of 1-year of education for 1-year of experience

Nice To Haves

  • Knowledge of Generally Accepted Accounting Principles (GAAP), generally accepted auditing standards (GAAS), and Public Sector Accounting Standards (PSAS).
  • Experience with complex organizations and systems, including a good working knowledge of database-based enterprise resource planning systems and reporting tools.
  • Knowledge of government policies, programs, procedures, guidelines and the Financial Administration Act.
  • Excellent communication skills (both written and verbal).
  • Experience conducting financial compliance and expenditure reviews.
  • Superior analytical and problem-solving skills - identify issues, analyze the situation and recommend alternatives.
  • Experience preparing or supporting expense disclosure reporting or executive-level reporting.

Responsibilities

  • Conduct in-depth reviews of Concur expense transactions (Out-of-Pocket and Procurement Card) to ensure compliance with financial policies and the Financial Administration Act (FAA).
  • Review and validate ministry expenses prior to public disclosure to ensure accuracy and compliance.
  • Identify, investigate and address financial policy non-compliance issues, including missing documentation, in collaboration with expenditure officers.
  • Prepare and implement accounting adjustments to correct errors identified during expenditure reviews.
  • Maintain and administer Expenditure Officer records, including applications, listings and distribution lists.
  • Prepare and support internal expense reporting (e.g., Expense Disclosure, Minister Oversight Reporting, and Minister’s Office reporting).
