About The Position

Aalis Management Consulting is seeking a Financial Budget Support Specialist to provide budget execution and financial management support to a federal agency. The selected candidate will assist with budget execution, funds control, financial reconciliation, reimbursable agreements, unliquidated obligation (ULO) reviews, financial reporting, and compliance activities while ensuring adherence to federal financial management regulations and policies. The ideal candidate will have experience supporting federal budget execution, financial analysis, appropriations law, and audit readiness within a federal agency environment.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field.
  • Minimum of 2 years of experience supporting federal budget execution, financial management, accounting, or budget analysis.
  • Experience with: Budget execution, Funds control, Financial reconciliation, Obligations, expenditures, and disbursements, Spend plan monitoring, Financial forecasting
  • Experience preparing or supporting reimbursable agreements; AD-733 experience is highly desirable.
  • Experience conducting Unliquidated Obligation (ULO) reviews and financial reconciliations.
  • Knowledge of appropriations law, OMB Circulars and guidance, federal financial management principles, and internal control requirements.
  • Strong analytical, organizational, and problem-solving skills.
  • Advanced proficiency in Microsoft Excel, including PivotTables, formulas, lookups, and financial reporting.
  • Ability to work onsite in Washington, DC.
  • Applicant must be a U.S. Citizen for consideration.

  • Experience supporting USDA financial management organizations.
  • Experience using USDA Financial Management Modernization Initiative (FMMI).
  • Experience with SAP-based federal financial systems or other federal ERP systems.
  • Knowledge of USDA budget execution and reimbursable agreement processes.
  • Experience preparing executive financial briefings and dashboard reporting.
  • Experience supporting audit readiness and financial compliance initiatives.

Responsibilities

  • Monitor, track, and report the execution of current-year and multi-year appropriated funds.
  • Review commitments, obligations, expenditures, and disbursements to ensure alignment with approved spend plans and federal financial management requirements.
  • Conduct reconciliations of financial transactions and budget data, identify discrepancies, and recommend corrective actions.
  • Prepare and maintain Status of Funds reports, financial dashboards, budget execution reports, and executive briefings.
  • Support budget formulation, execution, forecasting, and financial planning activities.
  • Prepare, process, monitor, and reconcile reimbursable agreements, including AD-733 documentation and supporting financial records.
  • Coordinate with Budget Officers, program offices, finance personnel, and agency stakeholders regarding budget authority, obligating documents, and financial transactions.
  • Monitor reimbursable agreement balances and prepare recurring execution status reports.
  • Conduct monthly and quarterly Unliquidated Obligation (ULO) reviews to identify stale, inactive, or invalid obligations and recommend de-obligation actions.
  • Maintain complete, accurate, and audit-ready financial documentation supporting budget execution, reconciliations, reimbursable agreements, and ULO reviews.
  • Ensure compliance with appropriations law, Office of Management and Budget (OMB) guidance, financial policies, internal controls, and separation of duties requirements.
  • Develop financial analyses, trend reports, variance analyses, forecasts, dashboards, and ad hoc financial reports to support management decision-making.
  • Respond to financial data calls and support internal and external audits.
  • Recommend process improvements that strengthen financial accountability, reporting accuracy, and operational efficiency.
