About The Position

The New York City Housing Authority (NYCHA) is seeking a Financial Analyst to join the Asset & Capital Management (A&CM) Division's Strategic Services Department. The A&CM Division manages a significant capital projects portfolio and focuses on preserving and modernizing NYCHA buildings through strategic planning, design, financing, and project management. The Strategic Services Department provides key business services, including capital planning, financial administration, project management support, vendor management, and business intelligence. The Financial Analyst will report to the Financial Planning Manager and will be responsible for developing financial analysis reports, ensuring accuracy of financial transactions, assisting with budget modifications, processing financial requests, supporting contract closeouts, and contributing to the development of the Capital Federal Plan.

Requirements

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
  • A valid New York State Certified Public Accountant license.
  • To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

Responsibilities

  • Develop financial and quantitative analysis reports in order to provide recommendations.
  • Perform quality assurance check of financial transaction packages to ensure accuracy and that all required documentation and approvals have been secured.
  • Assist in the budget modification process of federal, city and state capital funds, including verification of funding availability in NYCHA's financial management system, Oracle and prepare budget revision forms for submission to NYCHA's Finance Department.
  • Review and process financial transaction requests within Capital Projects Division's (CPD) e-Builder platform and NYCHA's financial management system, Oracle.
  • Assist in the contract closeout process, including de-encumbrance of funds and assist in approvals of contracts/task orders/authorizations less than $50K.
  • Assist in the development of the Capital Federal Plan including creation of new projects in e-Builder and liaise with NYCHA's Finance Department to enter proposed plan into Forecast Budget and Oracle Grant Module.
  • Process financial transactions, on behalf of CPD in support of capital improvement projects across NYCHA's housing portfolio. Transactions include, but are not limited to: request new contract numbers, contract registration, task order registration, authorizations, contract extensions and revisions.
