About The Position

Contracting Resources Group, Inc. (CRG) is seeking a Financial Analyst (Level III) to support federal mission priorities. The role requires knowledge of generally accepted accounting principles (GAAP) for maintaining financial reports, performing comparative research on accounts, and preparing for year-end closing of multiple funding appropriations. Proficiency in IT skills is necessary to adapt to changing database and software requirements. The Financial Analyst III must be skilled in using the Payment Management System (PMS), designing complex Excel spreadsheets, and managing a high volume of requests. They will work with Health and Human Services (HHS) accountants to reconcile out-of-balance accounts and resolve system-related discrepancies. The position also requires an understanding of foreign assistance legislative authority governing DRL programs and may involve contacting organizations' accounts receivable offices. The analyst will maintain systems for document retrieval, track grant awards, and apply internal control measures for sensitive and classified material.

Requirements

  • Must be flexible and able to work during the seasonal time of preparing for year-end closing and certification of multiple reports at the final stages of closeout, usually September.
  • Must be able to obtain security clearance.

Responsibilities

  • Assist the office administration team with DRL operating budget, including yearly program budget creation, feedback to the 653a process, budget resource process, Congressional Budget Justification, and Budget Resource Request.
  • Support the office administration team with developing the operational plan process, working in Foreign Assistance Database Systems.
  • Delegate to senior analysts on new initiatives in payment processing and reviewing grant award accounts in the global financial management system (GFMS).
  • Oversee coordination with program analysts and management on approval of all disbursement transactions in the Payment Management System and related discrepancies.
  • Oversee the management and coordination of payment disbursements and track information in a matrix or reporting documents such as spreadsheets.
  • Collect grant documentation for review and ensure the federal award and organization account are correctly established in the financial systems.
  • Assist the Grants Officer Representative and Grants Officer in the closing out of grants assigned to the organization.
  • Prepare briefing materials for monthly and quarterly meetings for discussion of quarterly closeout preparations, audit preparations, and year-end closing procedures.
  • Monitor and track accounts assigning award numbering schemes to grant requests issued through the SAMS or through Executive Office Suite (EOS).
  • Prepare presentations for workshops to discuss guidance and best practices for using the Payment Management System.
  • Provide one-on-one guidance to grantees and Program Analysts on documentation needed to establish an account in the Payment Management System and how organizations should develop their Payment System Account structure.
  • Work with the Program Specialist team lead to track foreign assistance funds through the fiscal year.
  • Confirm that amounts in Congressional Notifications are consistent with annual operational plans.
  • Work with Financial Management Officer to draft allotment requests and ensure that fiscal data on awards corresponds with the appropriate financial accounts.
  • Track operational plan allocations against current year spending and ensure appropriate documentation.
  • Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE.
  • Assist in the coordination of foreign assistance funding throughout the federal assistance life-cycle (pre-award, award, and post-award phases in grants and cooperative agreements).
  • Track the foreign assistance lifecycle progress throughout the fiscal year.
  • Coordinate and assist the DRL Leadership in the administration and coordination of international human rights and democracy foreign assistance programs.
  • Organize and participate in meetings, trainings, and/or conference events.
  • Undertake additional training to ensure relevant skills are obtained to advance U.S. policy and programming priorities and meet SOW requirements. Attend trainings or conferences to further knowledge in relations to duties and responsibilities or hone expertise in regional or thematic areas.
  • Support the travel of senior DRL, Regional Bureaus and Offices officials, and/or conduct program monitoring visits at the project implementation site to monitor grantee activities.
  • Report on program activities monitored and analyze to support the Grants Officer Representative and/or Grants Officer in their evaluation of programs.
