About The Position

The Financial Analyst provides financial management support for Foreign Military Sales (FMS), Building Partner Capacity (BPC), Ukraine Security Assistance Initiative (USAI), and other reimbursable funding programs supporting the Tactical Aviation and Ground Munitions (TAGM) Project Office. This position performs financial analysis, reporting, reconciliation, audit support, and case management activities supporting more than 270 active FMS cases across multiple weapon systems. This aligns closely with the current FMS analyst requirements already documented for TAGM. Provide financial management support utilizing GFEBS and other Army financial management systems supporting FMS execution.

Requirements

  • Experience with GFEBS and Army financial management systems.
  • Working knowledge of Foreign Military Sales financial processes.
  • Knowledge of Army Joint Reconciliation Process (JRP).
  • Experience with DAR-Q research, ULO reconciliation, IDOCs, UMTs, and audit support.
  • Experience supporting FMS case execution and case closure activities.
  • Strong analytical, Excel, financial reporting, and communication skills.
  • Bachelor's degree in Accounting, Finance, Business, or related field and 4–7 years of relevant experience; equivalent experience may be substituted for degree requirements.
  • Experience supporting Army Foreign Military Sales financial operations.
  • Active Secret security clearance or ability to obtain one.
  • Excellent communication, organizational, and analytical skills.

Responsibilities

  • Perform financial analysis and reporting for Foreign Military Sales, BPC, USAI, SDAF, FRA, and related reimbursable funding programs.
  • Research and resolve Unliquidated Obligations (ULOs), DAR-Q actions, and historical financial discrepancies associated with FMS funding.
  • Conduct divestiture research and reconciliation activities supporting case execution and closeout.
  • Track and resolve Intermediate Document (IDOC) interface errors and labor execution discrepancies.
  • Research and resolve Unmatched Transactions (UMTs), including Unmatched Disbursements (UMDs) and Unmatched Collections (UMCs).
  • Support Foreign Military Sales case closure initiatives by identifying outstanding financial actions and coordinating corrective measures.
  • Support financial audits by researching documentation, responding to audit requests, and maintaining audit-ready records.
  • Prepare financial execution reports and management reporting supporting Government leadership.
  • Analyze execution trends and recommend corrective actions to improve financial performance and compliance.
  • Serve as a subject matter expert (SME) supporting Program Analysts on FMS financial management policies, execution, and reporting.
  • Develop financial process documentation, job aids, and recommendations to improve efficiency and strengthen internal controls.
