About The Position

As the Program Administration Officer 3 you will be responsible for providing advice and assistance on financial matters relating to the various program areas within the Financial Services Unit and external agencies funding by the client departments. This competition may be used to fill multiple Permanent, Term, Temporary and Casual Program Admin Officer 3 opportunities over the next several months. Opportunities can be in the following locations: Halifax.

Requirements

  • Bachelor’s degree with 5 years related experience; or an equivalent combination of training and experience.
  • Knowledge of Public Sector Accounting Standards and other relevant CPA Canada accounting standards.
  • Previous experience providing counsel to clients on financial, accounting, and reporting issues in the context of generally accepted accounting principles, legislation, and policy.
  • Demonstrated ability to critically examine financial statements and perform operational/program reviews.
  • Strong analytical, communication (written and verbal), interpersonal and relationship building skills.

Nice To Haves

  • Accounting designation (CPA), or currently enrolled in a recognized accounting program which will result in a CPA designation.

Responsibilities

  • Support the financial management of departmental programs through analysis, advice, and coordination related to budgets, forecasts, and actuals.
  • Analyze and report on the financial impacts of program initiatives, policy changes, and budget decisions, identifying risks, pressures, and mitigation options.
  • Provide interpretation and advice on financial policies, guidelines, and funding agreements to departmental staff, external partners, and auditors.
  • Contribute financial analysis and costing support to departmental and program business planning, reviews, and approval processes.
  • Assist in the development and improvement of financial systems, tools, and procedures to strengthen financial information and reporting.
  • Collaborate with senior financial staff and support internal and external audit activities related to program funding and financial oversight.
