About The Position

These are two term positions, effective immediately and ending on or about October 29, 2027, due to term funding. The York Region District School Board (YRDSB) supports a flexible working culture and currently provides the opportunity for employees to work from home in addition to working in the office for some positions. The YRDSB implemented Working From Home Guidelines to facilitate this work option. Please note, this does not apply for school based positions. In compliance with Board policies and procedures, the role is responsible for financial analysis, reporting, data validation and reconciliation related to payroll and the Board’s Payroll Systems, collective agreement analysis and costing, as well as supporting the design, testing and implementation of system enhancements and new software initiatives in support of Payroll Services.

Requirements

  • A four-year university degree in Finance, Accounting, or a related discipline is required.
  • A minimum of five years of progressive experience in accounting, finance, payroll, financial analysis, or a related field is required.
  • Demonstrated proficiency in financial, payroll, and HRIS system including system support, data management, reporting, analysis, testing, issue resolution, and troubleshooting, is required.
  • Advanced knowledge of Microsoft Excel and strong knowledge of Microsoft Office, accounting software, payroll systems and reporting tools is required.
  • Strong analytical, problem-solving, organizational, verbal and written communication, interpersonal and computer skills are required.
  • Demonstrated ability to analyze financial and payroll data, identify discrepancies, investigate issues, and recommend solutions is required.
  • Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.

Nice To Haves

  • Progress toward Chartered Professional accountant (CPA) designation is considered an asset.
  • Payroll Compliance Professional (PCP) or Certified Payroll Accountant (CPA) designation is an asset.
  • Experience with SQL and/or report-writing tools is considered an asset.

Responsibilities

  • Assist in the update and maintenance of Board control files, including the creation of pay and deduction codes, to support accurate payroll processing and financial reporting as directed by the Manager and Associate Manager.
  • Assist in creating testing and research supporting documentation to ensure compliance with various legislative requirements, Board policies and procedures, and financial controls.
  • Assist with biweekly payroll production and related financial analysis and reconciliations as directed.
  • Prepare and review various financial and statutory reports for external groups, including monthly union dues, Ontario Teachers' College deductions, pension reporting, and other payroll-related remittances.
  • Support Ministry Appendix H audits and other payroll analysis as required to support Budget and Financial planning for all employee groups.
  • Participate in patch testing for updates to the ERP system. This includes identifying potential problems, assessing impacts on payroll calculations and financial reporting, and providing recommendations for solutions prior to implementation.
  • Review departmental processes, reports, reconciliations and internal forms, and recommend improvements to payroll systems, financial processes, reporting and internal controls to enhance accuracy, efficiency, financial integrity and data quality.
  • Identify, investigate and resolve system errors and discrepancies, including those identified in system-generated reports, assess related financial impacts, and ensure timely resolution within payroll deadlines.
  • Assist in the implementation of system or process changes resulting from legislative, system, collective agreement, and financial requirements.
  • Prepare and update the Annual Statutory Deduction tables including the verification testing of all employee groups within the tax groups with assistance of Associate Manager, Payroll Systems.
  • Compile, validate, analyze, and report on payroll and financial data, including the development and maintenance of system reports using Report Writer and SQL, to support mass ROE processes, labour negotiations, legislative and collective agreement implementation, and ensure the accuracy, completeness, and integrity of payroll information.
  • Participate in scheduling the cycles of activity, consolidation of submissions, preparation of required reports, for Associate Manager, Payroll Systems review and creation of annual payroll HRIS system calendars and Teacher Pension Plan calendars.
  • Assist with training and provide guidance to Payroll Services staff on payroll processes, systems, reporting and related financial procedures.
  • Assist with the preparation, reconciliation and review of the annual T4 process, annual pension reports, annual benefit reports, and other year-end payroll and financial reporting requirements.
  • Prepare, maintain, and analyze payroll-related accruals, staffing costs, vacancies, leaves, overtime, replacement staffing, and related expenditure trends and variances to support accurate financial reporting, budget monitoring, forecasting, year-end reporting, and compliance with accounting standards.
  • Perform other duties as assigned.
