Work involves administering financial processes and systems, reviewing, analyzing, and evaluating financial data. The FA III will serve as a financial analyst, performing work that promotes effective financial practices and continuous improvement of financial activities throughout the agency. Provides guidance regarding grants administration related to indirect cost rates, fiscal policies and procedures, and related state and Federal laws and regulations, including applicable federal cost principles (2 CFR Part 200). Compiles, analyzes, and evaluates financial data; prepares reports and responds to inquiries, and recommends appropriate action to resolve financial issues. Develops, assesses, and maintains Health and Human Services(HHS) fiscal policies and procedures related to the assessment and implementation of indirect cost rates. Reviews and updates indirect cost rate policies, processes, procedures, and practices to ensure compliance with HHS, state, and federal requirements. Utilizes financial systems and technology tools, including Microsoft Excel, Word, PowerPoint, SharePoint, and agency financial management systems, to analyze data, review indirect cost rate proposals, and prepare financial documentation and reports. Communicates on a complex level to provide, exchange, or verify information; answer inquiries; address issues; and resolve problems or complaints related to indirect cost rate implementation. Initiates and oversees special studies and projects regarding indirect rate management for HHS as requested. Assists in the development of fiscal training curriculum and provides guidance and technical assistance to the agency and grantee staff. Ensures financial analyses, indirect cost rate calculations, and supporting documentation are accurate and well‑documented. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Hybrid Telework - This position is eligible to telework up to 3 days per week.
